The Weapons and Complex Integration (WCI) Principal Directorate has an opening for a Deputy Principal Associate Director (PAD) for Program Enablement (PE). WCI is a complex, multi-discipline program directorate with a $1.5B annual funding portfolio supporting over 2000 employees. You will be a member of the WCI senior management team leading the program enablement area, including the development of the staffing strategies and development of strategic business processes and applications which will be instrumental in ensuring the successful long term delivery of WCI’s programs and projects. You will interact with WCI program personnel, high-level internal managers, partner laboratories, external sponsors, Laboratory support organizations, NNSA/DOE and LLNL senior managers. You will report to the Principal Associate Director.
Essential Duties
• Collaborate with fellow members of the WCI Senior management team to lead the development and implementation of a strategic approach to WCI program enablement.
• Oversee the development and execution of a strategic plan for WCI workforce hiring, training, development, deployment, retention, succession planning, diversity, inclusion and culture that meets both the workforces needs and the current and emerging requirements from the WCI program.  
• Act as the principal WCI point of contact for WCI participation in institutional workforce related activities.
• Oversee the operation of the Design Physics Division, OCEC, Administrative Division, IT organization and other WCI staff line organizations as assigned.
• Oversee the development of business solutions that meet the need of the virtual age to ensure both business applications and IT solutions meet future and the growing needs of WCI programs.
• In collaboration with the WCI Program Directors develop and execute an effective WCI knowledge management strategy, and associated processes.
• Represent WCI program and LLNL to senior Lab management, DOE/NNSA, and other federal
Agencies, including developing and maintaining effective relationships with a suite of funding agencies.
• As a key member of the WCI senior management team, interact and negotiate across the program to set and implement directorate program strategies and policies.
• Perform other duties as assigned.
• Masters degree or equivalent combination of education and related experience.
• Extensive experience working in a senior management team environment and demonstrated high-level leadership and personnel management skills, including at high levels within internal and external organizations and constituencies.
• Extensive experience developing strategic solutions to complex managerial problems with a strong record of innovation and leadership of creative initiatives.
• Extensive experience leading, influencing, and motivating multi-disciplinary teams
• Extensive experience of line management, including broad experience across different classifications, job codes & abilities.
• Extensive experience interacting and negotiating at the executive level with internal and/or external managers, customers and sponsors. Proven ability to influence change at the senior  executive management levels.
• Extensive experience and well-developed understanding of both WCI program and line organization
• Extensive knowledge of Laboratory programs, policies, and procedures, and in-depth knowledge of the Laboratory’s mission, strategies and goals.
• Expert communication, facilitation, and collaboration skills necessary to effectively present, explain, influence, and advise executive and external sponsors/policy makers.
