We are seeking a highly qualified professional to serve as the Subcontractor Work Planning & Control (WP&C) Manager.  As a Technical Leader, you will ensure integration and alignment of procured services work planning with the institutional WP&C process. You will interact with other managers from across the Laboratory to define functionality for planning both construction and non-construction procured services work activities and ensure that all WP&C requirements are met.  You will serve as a member of the WP&C Functional Area Office Management team and manage the Subcontract Work Planner office.  This position is in the Work Planning and Control Office within the Environmental Health and Safety Directorate (ES&H).

This position will be filled at either the TSL.4 or TSL.5 level depending on your skills.  Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.
Essential Duties
- Set strategic direction and provide technical leadership for the integration of the procured services work control-related requirements into the Institutional WP&C processes.
- Mentor, train, and provide oversight of the procured services Work Planners including leading, developing, and implementing the procured services Work Planner Endorsement Qualification.
- Chair and facilitate various advisory and working group meetings/committees to drive institutional changes related to the integration of procured services into the WP&C process and work with application developers to define tool functionality.
- Develop metrics and performance indicators for procured services planning, and status the WP&C Program Manager regarding performance and recommend improvements.
- Train and mentor managers at various levels, other SMEs, Points of Contact, and other Laboratory staff members to ensure the WP&C procured services process is consistently implemented.
- Provide subject matter expertise on the work planning process to Work Planners and subcontractor partners, ensuring the quality of the work planning, review, and approval process and of work control documents.
- Serve as the directorate resource and subject matter expert for procured services planning at LLNL and serve as a member of the LLNL Work Control Review Board.
- Perform other duties as assigned.
In addition, at the TSL.5 Level
- Guide and provide  technical leadership and direction for the implementation of highly complex institutional requirements, processes, and procedures for procured work planning, including accomplishing project/program goals and objectives, and defining functionality of the supporting electronic Tools (including the Supply Chain Management tools and WP&C Tool).
- Provide expert training and technical leadership for the procured services work planners.
- Brief senior management and serve as an organizational representative to DOE, DNFSB, and other external reviewers for the procured services planning function.     

- Bachelor’s degree in an engineering, science, ES&H, or other related technical field, or equivalent combination of education and related technical experience.
- Technical leadership experience requiring interactions with senior management and external regulatory organizations.
- Significant experience leading, developing, and championing creative and innovative solutions to complex issues and problems related to WP&C.
- Broad experience applying and subject matter expert knowledge of highly advanced project management principles, concepts, and best practices.
- Working knowledge of construction and subcontract management.
- Supervisory experience leading, motivating, and building complex interdisciplinary teams to work toward programmatic change and institutional goals. Problem-solving, conflict resolution, persuasion, negotiation, and consensus-building skills and independent judgement to ensure milestones are met.
- Expert verbal and written communication, facilitation, collaboration, and presentation skills required to effectively present, explain and advise senior management and external regulators.

In addition, at the TSL.5 Level
- Extensive experience implementing, and expert knowledge of, WP&C processes related to procured services.
- Extensive technical leadership experience requiring significant interactions with senior management and external regulatory organizations.
- Extensive experience leading change and mentoring various levels of staff, including technicians, engineers, and managers.

Desired Qualifications
- Master’s degree in engineering, science, ES&H, or another related technical field.
- Experience working at DOE or non-government nuclear or hazardous facilities, ES&H, and/or work planning and control roles.
- Extensive knowledge of construction, construction management, construction safety, and/or subcontract management and contracting processes.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.
