We have an opening for an experienced Construction Project Manager.  You will provide leadership for construction and facility projects in the National Ignition Facility and Photon Science (NIF & PS) Directorate. You will be responsible for providing technical expertise for repair and upgrade projects of mechanical, electrical, and facility systems in NIF and its supporting facilities.  NIF houses the world’s highest energy pulsed laser system and provides the scientific community with an unprecedented capability for studying materials at extreme pressures, temperatures, and densities.  The position is in the Laser Systems Engineering & Operations Division Office (LSEO) within the Engineering Directorate.
The position will be filled at either the TSS.3 or TSS.4 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.
Essential Duties
- Provide construction technical project management for the successful planning, design, execution and completion of a diverse variety of mechanical, electrical, and facility systems that range from small-scale retrofits to large-scale new construction projects.
- Assure single-point accountability for the successful execution and delivery of assigned construction projects.
- Partner with clients to ensure project and programmatic requirements are well defined and met.
- Perform construction planning, design and engineering, scheduling, budgeting, quality assurance, inspections, and coordination for both internal and external technical support staff and Contractors.
- Develop and implement tools and technologies applied to project budgeting, scheduling, sequencing, staffing, and job performance.
- Identify schedule and cost variances and effectively correct those variances managing each project to budget and schedule.
- Ensure a strong quality control and quality assurance program is implemented to support the construction activities. Ensure contracts are executed per the approved project plan.
- Perform design and constructability reviews to confirm design details, constructability, code compliance, and construction requirements are satisfied. Coordinate and secure required building releases and work permits.
In Addition, at the TSS.4 Level
- Independently organize and perform multiple simultaneous construction projects and implement Earned Value Metrics on larger projects and provide reports to DOE Site Office.
- Apply system engineering processes to define requirements and manage risk.
- Lead formal and informal constructability, feasibility reviews and risk analysis and mitigation plans.
- Bachelor’s degree in Mechanical, Civil, Electrical, Architectural, Industrial Engineering or Construction Management or the equivalent combination of education and related experience.
- Advanced knowledge and significant experience with project management and hands on design involved with commercial construction projects ranging from small-scale retrofits, medium-scale upgrades, to large-scale new construction.
- Track record of safe implementation of work in complex construction sites.
- Significant experience with construction in industrial, cleanroom, and laboratory facilities and experience with various project delivery methods and contract forms.
- Significant experience working effectively in a dynamic and multidisciplinary environment, which includes working with scientists, engineers, technicians, and designers.
- Knowledge of construction means, methods, and products.
- Advanced verbal and written communication skills necessary to effectively collaborate in a team environment and present and explain technical or operational information and provide advice to management, regulators, reviewers, and stakeholders.
In Addition, at the TSS.4 Level
- Subject matter expert knowledge and significant experience with multi-discipline construction projects in operating facilities and application of codes and standards for those projects.
- Expert knowledge and substantial experience with detailed costing and schedule tools and techniques applied to construction projects.
- Expert communication, facilitation, and collaboration skills necessary to effectively present, explain, and advise senior management, external sponsors, regulators, reviewers, and stakeholders.
Desired Qualifications
- California certificate of registration as a Professional Engineer (PE) or Architect, or equivalent certification in another state, or Certified Construction Manager (CCM), or Project Management Professional (PMP).
- Applied knowledge of LEED principles, including certification or the ability to obtain certification.
- Familiarity with national consensus standards, such as NEC, NFPA, ANSI, ASME, and ASHRAE, and Life Safety Codes, such as OSHA and NFPA.
- Experience with modeling applications such as Revit, AutoCAD, or equivalent.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.
