We have an opening for an E-Resource Management Librarian. You will be responsible for administration of the library’s e-resources, serials, metadata, the library services platform, websites, and systems (hardware and software.) You will work closely with other library staff, and liaise with library service providers, cybersecurity and Laboratory IT. The Research Library is administered by the Technical Information Department (TID) and is supported by the Office of the Deputy Director for Science and Technology (DDST). This position is in the Business Directorate.

Essential Duties

- Manage a dynamic portfolio of electronic resources including providing and maintaining access to e-resources and managing trials, access administration, ERM records, usage data, and e-resource evaluations, in collaboration with library acquisitions, technical service and reference staff.
- Develop workflows for e-resource management in collaboration with others. Troubleshoot and resolve access issues. Work with vendors’ customer service contacts to implement new resources or changes to existing resources. Assist with identifying new electronic resources. Systematically collect and format usage data and other metrics. Prepare periodic collections analyses.
- Maintain, download and transform catalog and knowledgebase records for library collections (published information) and digital special collections (e.g., technical reports). Apply industry standards to ensure interoperability and to enable appropriate discovery, access, license interpretation, usage and collections analyses (e.g. MARC, Dublin Core, XML, KBART, COUNTER).
- Assist with special projects such as original or custom cataloging, migrating catalog records to new standards (e.g. RDA, Linked Data, BibFRAME) developing metadata standards, using APIs to improve discovery of related collections, or exploring metadata services for research data management.
- Develop and maintain the internal and external Library websites for the best user experience (e.g. LibGuides, LibApps, Drupal.) Coordinate website design, modification, and usability assessments with library staff.
- Serve as the technical lead in the transition from a client-based integrated library system to a cloud library service platform. Configure, administer and maintain the system (Discovery and Management Layers) with vendor staff.
- Oversee the library’s technologies, systems vendor relations, and public workstations with support from vendors and Laboratory IT. Consult and coordinate with library leadership, vendors, Laboratory IT, Computation and Cybersecurity, as appropriate, on technology related issues. Monitor trends in and recommend library systems and productivity tools to improve discovery, access, privacy, and security.
- Continually enhances expertise in technical services and e-resource management and contributes to the profession through participation in professional associations, networks, conferences, committees, workshops, webinars, and/or scholarly activity. 


- Master’s degree in Library and Information Science (MLIS) from an American Libraries Association (ALA) accredited program or equivalent combination of related experience, education and training.
- Working knowledge of electronic resources, publishers and vendors, as well as library technical service processes.
- Knowledge of current and emerging technical standards for effective information management (e.g. for description, organization, identification, disambiguation, transmission, access and preservation MARC, RDA, CONSER, BibFRAME, DOI, Authorities, NACO, VIAF, ORCID, Z39.50, PREMIS, OAI-PMH, FAIR data).
- Conceptual and practical knowledge of e-resource management software and bibliographic utilities, techniques and tools to extract, transform, load (ETL) or batch edit library metadata in test and production environments, networking standards, protocols, and structures to support authentication, metadata exchanges and access (IP, EzProxy, SAML, FTP, OpenURL, Z39.50, EDI), database design, and markup languages.
- Strong ability to organize, coordinate and adjust workflows for e-resource management within a cross-functional team. Excellent ability to research and resolve problems independently and in groups.
- Expert attention to detail to ensure accuracy and consistency, particularly when handling large datasets, bibliographic and holdings records, and transaction data.
- Excellent organizational, time management and planning skills and ability to set personal and group goals, communicate progress, confirm and rebalance priorities, in a dynamic, consultative environment and on multiple projects that span months or years.
- Experience investigating options and learning independently through literature scans, consultations with other libraries, and other modes of professional development. Ability to synthesize and adapt findings for the benefit of the Laboratory and Library.

Desired Qualifications

- Committed to maintaining awareness of Open Access publications as well as trends and developments in the entire life cycle of e-resources and scholarly communications. Working knowledge of U.S. copyright and fair use as it pertains to research libraries, published works, and library users.
- Ability to create scripts (Perl, PHP, Python, or Ruby on Rails) to access APIs to integrate content or services.
- Experience with automated approaches to assess, troubleshoot and optimize access to the library’s websites, digital resources, and services.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires either no security clearance, or a Department of Energy (DOE) L-level or Q-level clearance depending on the particular assignment.

If you are selected and a security clearance is required, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  L and Q-level clearances require U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

If no security clearance is required, but your assignment is longer than 179 days cumulatively within a calendar year, you must go through the Personal Identity Verification process.  This process includes completing an online background investigation form and receiving approval of the background check.  (This process does not apply to foreign nationals.)

Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
