For more than 60 years, the Lawrence Livermore National Laboratory (LLNL) has applied science and technology to make the world a safer place.

We have an opening for a Water, Air, Monitoring, & Analysis (WAMA) Group Leader in the Environmental Functional Area with in the ES&H Directorate.  You will provide leadership and technical expertise to a group of data managers and subject-matter experts in the area of ambient environmental and effluent monitoring and ensure LLNL is in compliance with applicable requirements while supporting programmatic activities.
Essential Duties
- Provide leadership and technical expertise to the WAMA Group to ensure high quality services and a unified approach, using best practices in innovative ways to develop and implement comprehensive monitoring programs.
- Manage and direct the effort of 20 employees and a budget exceeding $2.8M. Oversee the performance review and salary management process, recruit and hire new staff, and mentor staff to promote personal growth.
- Serve as a subject matter expert (SME) on relevant environmental monitoring standards, policies and procedures, and lead, develop and implement monitoring policies and guidance that are technically sound, compatible with regulations and consistently applied across the Laboratory.
- Provide strategic technical advice to ES&H management and LLNL programs on regulatory issues, their potential impact and mitigation.
- Represent the WAMA Group to internal/external stakeholders, including the IORB, OEC, and the US EPA.
- Provide advanced technical guidance and subject matter expert knowledge to a diverse and complex set of environmental programs, SMEs and ES&H Manual Document authors.
- Perform other duties as assigned.
- Bachelor’s degree or higher in physical, chemical, biological, or environmental sciences, engineering, or other environmental-related field,or the equivalent combination of education and significant related experience.
- Highly advanced knowledge in monitoring for radioactive materials in one or more environmental media, such as stack effluent monitoring, ambient air monitoring, liquid effluent monitoring, or meteorological or direct radiation monitoring; writing and reviewing monitoring procedures; and ensuring environmental monitoring procedures are established and followed.
- Substantial experience with and significant knowledge of US EPA and DOE requirements, including 40 CFR 61 Subpart H, and DOE Order 458.1, and national standards and regulations in the field of environmental monitoring for radioactivity. Knowledge of air dispersion modelling tools, including CAP88-PC or HotSpot.
- Significant experience managing environmental data, including interacting with database personnel and setting priorities for database application development.  
- Advanced knowledge/understanding of budgets, performance reviews, and salary management. Experience leading a team, project, and/or group; or experience managing through leads/subordinate supervisors.
- Demonstrated advanced analytical, decision-making and problem solving skills to evaluate, interpret, negotiate, recommend, and implement actions/solutions for complex problems.
- Demonstrated expert verbal and written communication skills necessary to lead a team, present/explain technical knowledge, and provide advice to management, regulators, reviewers, including regulatory agencies and key stakeholders. Experience working independently and in a team environment with a broad cross-section of people and organizations, managing complex projects and meeting schedules
- Demonstrated effective organizational skills with detail orientation necessary to handle multiple complex tasks in a demanding environment with conflicting priorities, tight and changing deadlines, and frequent interruptions while providing high-level customer service.
Desired Qualifications
- Understanding of LLNL policies and procedures.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.

Anticipated Clearance Level:  Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.


Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
