We have an opening for a Production Operations Engineering Leader.  You will lead teams to manage a Material Requirements Planning (MRP) system, plan projects and extract component, assembly, and system requirements, determine procurement and/or manufacture strategies, advise on materials with considerations for cleanliness and radiological exposure, assess design manufacturability, and consult on Additive Manufacturing (AM) options.  As a liaison between various National Ignition Facility (NIF) engineering groups and other LLNL organizations, you will head up efforts to communicate concepts, designs and methods to suppliers while providing a means for incorporation of supplier-developed concepts, designs and methods, in the final product and testing.  This position is in the Laser Systems Engineering and Operations (LSEO) Division, within the Engineering Directorate.

This position will be filled at either the SEL.3 or SEL.4 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

Essential Duties
- Lead a team to research engineering and manufacturing solutions for NIF’s Engineering groups by gathering requirements from design teams, performing analysis, gather information for options regarding make-buy decisions, determine and present prototyping options, and provide technical guidance for methods of fabrication, assembly, and test of mechanical, electrical, optical hardware, and associated controls systems.  
- Apply principles of engineering, physics, materials science and knowledge of fabrication methods to address complex problems to ensure that systems, subsystems, and parts will perform as required, and can be readily fabricated/assembled, installed/commissioned, maintained, and repaired.
- Work closely with program managers to direct technical tasks and to determine engineering procurement and manufacturing approaches to ensure that stakeholder needs are satisfied in a cost-efficient and schedule-compliant manner while meeting the business and technical goals of the project.
- Analyze internal/external proposals and technical data.  Interface with LLNL Procurement and other organizations to address design and integration issues between various disciplines and specialty groups.
- Research and present ideas and approaches to determine optimal methods, techniques, and test criteria used to fabricate and/or integrate component, assemblies, and systems.
- Provide insight for safety, export control, intellectual property, legal/regulatory structures, manufacturability, knowledge transfer, and process improvement.
- Visit various LLNL/NIF labs/assembly areas and travel to suppliers’ facilities to assess progress from a project-management perspective while providing guidance and addressing potential risks.  Serve as technical point of contact with select suppliers and associated contract analysts.
- Provide regular status updates to advise senior management, vendors, and external sponsors.
- Perform other duties as assigned.

In Addition at the SEL.4 Level
- Strategically anticipate, identify, and provide technical leadership to stay ahead of potential tangible and intangible problems of high complexity involving components, systems and sub-systems ensuring a smooth manufacturing, commissioning and maintenance lifecycle.
- Collaborate with stakeholders and lead engineering staff with creative and innovative procurement and manufacturing strategies to ensure program goals are met with optimum success and efficiency.
- Develop and roll out technical strategies for optimal methods, techniques, and analysis criteria used to fabricate and/or integrate component, assemblies, and systems.

Qualifications
- Bachelor degree in Mechanical Engineering or related field, or the equivalent combination of education and previous relevant experience.
- Significant knowledge and experience of highly advanced technical and manufacturing concepts with responsibility for research, design, analysis, prototyping, and early fabrication/assembly/test.
- Ability to manage priorities on unique and diverse engineering projects of complex scopes which have included development of new technologies.
- Significant experience preparing requirements documents, statements of work/specifications, cost estimates, schedules, and other engineering reports.
- Significant experience in work-breakdown, scheduling, cost-estimating, earned-value, configuration management, change control, and other project management tools.
- Awareness of commercial/business practices and incentives.
- Expert communication, facilitation, and collaboration skills necessary to present, explain, and advise senior management and/or external vendors.

In Addition at the SEL.4 Level
- Highly advanced knowledge of cutting edge technologies for mechanical, electrical, and optical design and manufacturing.
- Highly advanced experience and ability to apply, lead, modify and/or develop cutting-edge principles theories, concepts, and technologies for the design and manufacture of mechanical, electrical and optical components, assemblies, and systems.
- Experience managing a MRP system, with leadership responsibility for user/organizational aspects.

Desired Qualifications
- Advanced degree in engineering, with an additional degree or experience in business.
- Experience with university (taxpayer-funded) or federal government’s acquisition regulations, intellectual property practices, and export control concerns.
- Experience with engineering of one or more of: high-vacuum systems, laser-mechanical, electro-optical systems, scientific, physics, or nuclear diagnostic systems.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
