We have an opening for a Project Risk Manager. You will be responsible for providing risk management for all project aspects of the W87-1 Modification Program. This will include interfacing directly with the program team to elicit potential risks and opportunities, track management of those risks and opportunities and report on outcomes, and track and report “should cost” savings. This position is in the Defense Technologies Engineering Division (DTED) supporting the Weapons and Complex Integration (WCI) Principal Directorate.

Essential Duties
- Gather risk-related data in partnership with the technical leads and team members to perform the following: elicit and document candidate risks within the LLNL risk register; conduct risk analysis and rankings to understand the impact of approved/active risk; develop risk handling plans to reduce program risk exposure for cost, schedule, and performance impacts; coordinate and integrate program risks with the integrated site schedule.
- Implement strategic risk management planning and deliverables to support mission objectives ensuring compliance with Department of Energy (DOE)/National Nuclear Security Administration (NNSA)/federal regulations and applicable laws.
- Monitor risks to ensure execution of risk handling plans and evaluate plans’ effectiveness in reducing risk, facilitate and help prepare for risk review board meetings, provide risk training, and prepare reports to LLNL management and to NNSA.
- Evaluate program risk exposure (both budget and schedule), evaluate reserve pools, and recommend actions for the pool management.
- Work with scheduling to ensure risks are integrated in the evaluation of critical path and near critical path(s) and Schedule Risk Analysis (SRA).
- Act as the LLNL point of contact for risk management discussions with Nuclear Security Enterprise (NSE) counterparts, NNSA Federal Program Office individuals, and, if applicable, Program Officers Group Risk Management Boards.
- Support early program development activities, including cost estimating, project integration, and program management plan development.
- Perform other duties as assigned.

- Bachelor’s degree in Engineering or related field, or the equivalent combination of education and significant related experience.
- Advanced knowledge and experience in complex risk management techniques and Earned Value Management Systems including DOE 413.2 and EIA 748 guidelines.
- Significant experience in technical project planning with project management tools including functional and operational scope definition documents, schedules, budgets, and workforce requirements. Advanced technical knowledge of Laboratory or NNSA program execution.
- Experience with project controls functions including cost estimating and cost analyses.
- Experience using quantitative and qualitative analysis techniques to determine ways to control or reduce risk.
- Advanced communication, facilitation, and collaboration skills necessary to effectively present, explain, and advise senior management and external sponsors.
- Advanced interpersonal skills and ability to work collaboratively and effectively as part of a multidisciplinary team environment and ability to coordinate work and goals on multiple simultaneous projects effectively.
- Ability to travel.

Desired Qualifications
- Project Management Professional (PMP) certification or equivalent.
- Ability to devise systems and processes to monitor validity of risk modeling outputs.
- Familiarity with Project Management tools, including Deltek Acumen Suite; Active Risk Manager (ARM), and Primavera P6.

Pre-Placement Medical Exam:  A job related pre-placement medical examination may be required.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
