We have an opening for a Senior Control Account Manager (CAM) to support the Advanced Sources and Detectors (ASD) project. This is a multi-year, multi-lab project to design and commission the next generation of radiographic capabilities for use in ensuring the safety and effectiveness of the nation’s nuclear stockpile. You will be responsible for maintaining, managing, measuring and reporting on the scope, budget, and schedule performance associated with the control accounts under your control. You will work with the Senior Team Lead and Technical Lead in implementing efficient management and execution practices and in developing strategies to address the needs of the project. This position is in the National Security Engineering Division (NSED) within the Engineering Directorate.

This position will be filled at the SES.3 or SES.4 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned as appropriate if you are selected at the higher level.

Essential Duties
- Utilize advanced knowledge of an EIA-748C based Earned Value Management System (EVMS) and requirements as required by DOE O 413.3B in order to ensure the project’s compliance with those standards.
- Ensure complex work scope as defined in the work package and control account dictionaries are executed as planned and provide regular status of progress, cost and schedule status, variance analysis and associated corrective actions independently, under minimal direction.
- Develop and maintain quantifiable and significant backup data for work packages and integrated master schedule activities using the appropriate earned value techniques for the scope to be performed for LLNL Advanced Sources and Detectors (ASD) activities.
- Ensure work is being performed within the defined work scope unless and until the appropriate change control action has been taken.
- Monitor existing risks and determine when new or unidentified risks are identified utilizing complex risk analysis and risk management principles.
- Perform trend analysis and variance analysis of cost and schedule performance, formulate and track all corrective action(s) necessary to recover variances and use this information to develop reliable Estimates at Completion (EACs).
- Prepare and/or assist with the development of cost and schedule estimates for LLNL project activities.
- Assure implementation of LLNL procedural requirements for cost and schedule reporting.
- Perform other duties as assigned.

In addition, at the SES.4 Level
- Interface with Partner Institutions to assure highly complex project status is accurately reported and assist other Partners as requested by the ASD Project Management Office.
- Prepare and review procedures and training activities in collaboration with the ASD Management Office.
- Perform strategic analytical analysis of overall project performance and provide recommendations for improvement to the ASD Project Management Office.

Qualifications
- Bachelor’s degree in Business Management, Engineering or related area, or the equivalent combination of education and previous relevant experience.
- Significant experience and advanced knowledge in project management of complex, technical projects (especially R&D) including organizing, managing, and tracking scope, schedule, and budget.
- Significant experience and skills in assessing project risk and developing controls for managing project risk.
- Significant experience and knowledge developing and implementing creative solutions to a diverse range of complex problems including leading corrective actions where necessary independently and under minimal direction.
- Ability to effectively mentor, develop positive working relationships with a multi-disciplinary project team of engineers, scientists, designers, technicians, and coordinators.
- Significant experience interacting and cooperating with all levels of management.
- Advanced verbal and written communication skills necessary to effectively collaborate in a team environment and present and explain technical information and provide advice to management.

In addition, at the SES.4 Level
- Substantial experience and expert knowledge in leading, tracking, and budgeting highly complex projects.
- Highly advanced knowledge and experience managing and resolving resource conflicts including experience managing multi-laboratory projects, effectively accomplishing goals with external team members through effective leadership and influence.
- Expert communication skills, both verbal and written, facilitation, and collaboration skills necessary to interact effectively in a diverse research team environment, deliver effective presentations, and advise senior management and/or external sponsors.

Desired Qualifications
- Master’s degree in Engineering and/or certification as a Project Management Professional.
- Experience interfacing with external customers or industrial partners, especially the Department of Energy (DOE).

 

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
