For more than 60 years, the Lawrence Livermore National Laboratory (LLNL) has applied science and technology to make the world a safer place.

We have an opening for an experienced Immigration Specialist Team Leader to supervise and lead a small team of experienced Immigration Specialists.  You will also collaborate with hiring managers, foreign nationals and internal and external counsel to provide immigration services that adhere to federal laws and regulations, support human resource activities and strategic initiatives and promote operational excellence in support of institutional mission objectives and programmatic needs.  This position is in the International Services Office of the Strategic Human Resources Management Directorate (SHRM).

Essential Duties

- Provide leadership and oversee all aspects of the Immigration Services Office, ensuring compliance with applicable laws, advanced regulatory requirements and policies.
- Mentor, supervise, and lead a small team of Immigration Specialists in the day to day activities of the team; provide performance evaluations and counseling on problem resolution and policy interpretation.
- Collaborate with SHRM partners and host organizations in developing strategic workforce planning initiatives that facilitate and support foreign national employees and new hires throughout the full life cycle of the immigration process.
- Build and maintain strategic partnerships with external organizations such as other DOE Labs and the larger immigration community.
- Oversee case and records management and assess, design, and implement management systems; serve as primary liaison to governmental offices on behalf of the Laboratory and respond to external inspections and internal audits.
- Serve as a subject matter expert, technical lead, and primary contact on immigration matters, providing guidance to foreign nationals and hiring departments on a full range of immigration issues, such as visa status, petitions, waivers and extensions, requiring research, interpretation and application of relevant policies and procedures.
- Prioritize workload according to critical dates set by immigration process deadlines and organization workforce needs.
- Consult with Laboratory Counsel on immigration issues and recommend changes in LLNL policies and procedures to ensure Laboratory compliance with laws and regulations.
- Prepare and submit Labor Certification Applications for submittal to Employment Development Department and Department of Labor.


- Bachelor’s Degree in Human Resources or related field or equivalent combination of education and experience.
- Advanced knowledge of appropriate federal laws, regulations, policies, procedures, and guidance as they pertain to nonimmigrant (e.g., B-1, E-3, F-1, H-1B, J-1, O-1 and TN) and immigrant (e.g., EB-1 Extraordinary Ability and Outstanding Research and EB-2 National Interest Waiver) matters and permanent residence applications.
- Advanced knowledge of and significant experience conducting research, investigating alternative solutions, and recommending solutions for a wide variety of international services issues/problems.
- Experience planning and managing projects in a programmatic area or office including, case management and work coordination; management systems development and assessment; policy interpretation and application; audit response and compliance; and complex problem resolution.
- Leadership skills including ability to mentor and develop team members.
- Experience providing individual coaching and counseling to managers, supervisors, and foreign nationals on a wide range of work international services and conducting training to employees and managers.
- Ability to maintain confidentiality and appropriately handle sensitive communications with foreign nationals, internal hiring departments, and external organizations.
- Significant experience planning, organizing, and tracking critical dates associated with visa application deadlines for initial submittal and/or expiration date for extensions.
- Advanced verbal and written communication skills to effectively explain processes and procedures, compose correspondence and reports and an ability to develop and maintain effective working relationships with governmental agencies, all levels of management, and foreign nationals.

Desired Qualifications

- Extensive knowledge of federal, state, and local laws pertaining to employment including the Fair Labor Standards Act.
- Knowledge of Department of Energy/National Nuclear Security Agency requirements related to foreign visitors and assignments.
- Experience supervising professional staff, including providing individual coaching and counseling, performance management and training.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.

Anticipated Clearance Level:  Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.
