We have an opening for a Policy Analyst who will be part of a team that manages key components of the Laboratory’s purchasing system and provides guidance to contracting personnel. You will interpret and implement various Prime Contract requirements, develop and draft policies and procedures, negotiate terms and conditions, and serve as a resource to the department in the solicitation, negotiation and award of various subcontracts and agreements. This position will report to the Supply Chain Management Department, Policy Group Manager in the Operations, Policy & Oversight Division.
Essential Duties

- Apply and interpret established procurement policies, procedures and processes, including those that are complex and may require in-depth analysis and interpretation; ensure compliance with internal and external business standards, and DOE/NNSA requirements.
- Provide guidance to Supply Chain Management (SCM) management and employees on interpreting procurement policies and procedures.
- Negotiate terms and conditions with suppliers; collaborate with Office of the General Counsel as needed to resolve issues.
- Collaborate with other LLNS organizations to ensure various internal requirements are appropriately and efficiently implemented in policies, procedures, and subcontract terms.
- Conduct thorough reviews of procurement files and provide substantive, risk-based feedback to SCM management and contract analysts.
- Assist organizations and subcontract analysts in all activities related to overall acquisition planning for the placement of complex subcontracts, including developing statements-of-work, identifying sources and subcontract formation.
- Support training and development initiatives for the department.
- Function as a project leader and/or serve as a supervisor or mentor to other subcontract analysts in the performance of assigned duties and responsibilities.
- Perform other duties as assigned.


- Bachelor’s degree in Business Administration or related field, or equivalent combination of education and related experience.
- Significant experience drafting, negotiating, awarding and administering high dollar value, highly unusual and complex subcontracts.
- Advanced knowledge of government and commercial subcontracts using best value techniques and determining reasonableness of cost and price.
- Extensive knowledge of theories, practices, procurement techniques and methods such as DOE Acquisition Regulations (DEAR)s and/or Federal Acquisition Regulations (FAR)s, cost accounting standards, business law, government regulations, commercial business practices and Generally Accepted Accounting Principles (GAAP).
- Significant experience analyzing and solving complex problems that are diverse and multi-faceted, including sound decision-making skills with ability to be innovative, assess complex situations, recommend appropriate actions and implement solutions.
- Advanced verbal and written communication skills needed to create, develop and write various reports, policies and procedures, including strong interpersonal skills necessary to interact effectively within a diverse team environment, program managers, clients, customers and external vendors and in providing a high level of customer service.
- Strong organizational skills and ability to work in a fast-paced environment while simultaneously handling a diverse and varied workload, including ability to work independently toward goals and objectives.
- Experience leading, mentoring, and providing guidance and constructive feedback to peers and customers.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
