We have an opening for an Export Licensing Analyst to perform end-user analyses on behalf of the Department of Energy (DOE) for a process managed by the Department of Commerce (DOC). Areas of research may include nuclear, chemical, biological, and advanced technological issues from the civil or military sectors in foreign countries.  This position is within the GS-CAD Division of the Computing Directorate, matrixed to the Nonproliferation and Arm Control program/Licensing Analysis Team within the Global Security Directorate.
This position will be filled at either the 320.1 or 320.2 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.
Essential Duties
- Develop and maintain clear technical and intelligence-based analyses using all-source information to accurately capture and communicate research results under dynamic deadlines.
- Collaborate in multi-agency export control meetings and projects as a member of a working group, Point of Contact, or other active role using job-based experience, effective communication/interpersonal skills, and knowledge of the broader intelligence community.
- Identify, develop, and analyze policy, regulatory, and technical issues associated with WMD nonproliferation and develop recommendations using advanced knowledge to improve operational, analytical and delivery of services.
- Collaborate with management, customers, and high-level technical personnel to provide direction in the evaluation, recommendation, and implementation of research and analysis results.
- Exercise close attention to detail and judgment to ensure compliance with established documentation standards.
- Maintain an awareness of relevant current events and information in assigned areas
- Perform other duties as assigned.
In Addition at the 320.2 Level
- Analyze and interpret highly advanced technical issues of broader analytical interest; research and write policy-focused analysis.
- Provide original solutions to complex problems relating to end-user analyses
- Lead and deliver on deadline projects that aim to improve team operations and/or advance the impact of the team’s analytical work.
- Bachelor's degree in intelligence, political science, nuclear, biological, chemical, geological or chemical sciences, engineering, computer science or related discipline; or equivalent combination of technical training and experience.
- Broad, in-depth knowledge and technical expertise and experience in one or more areas such as database technologies, software quality assurance, cyber security administration, computer hardware, computer programming, high performance computing, data analysis, development of large web sites, or business, engineering, or scientific domain knowledge.
- Demonstrated advanced knowledge of licensing and end-user review procedures, team operations, sponsor requirements, and sensitive national security issues, particularly in regards to nonproliferation and WMD.
- Demonstrated ability to independently, under general direction with a high degree of maturity, discretion, and judgment, analyze data and information, participate in or independently produce analyses, presentations, etc. of the data and information involved.
- Experience and knowledge in the skills needed for a customer support role to include a focus on listening, rapport-building, good communication skills, friendly and approachable nature, courtesy and patience, and negotiating and influencing skills.
- Demonstrated ability to train and/or mentor other team members regarding end-user reviews and licensing/nonproliferation subject matter.
In Addition at the 320.2 Level
- Demonstrated expert knowledge of licensing and end-user review procedures, team operations, sponsor requirements, and sensitive national security issues, particularly in regards to nonproliferation and WMD.
- Demonstrated ability to independently analyze complex data and information, participate in or independently produce analyses, and give technical presentations.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire.  Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access.  Please note that your current active Q or Top Secret clearance with DOE or another agency does not guarantee DOE SCI access approval; if you are denied access, you may be subject to reinvestigation of your existing Q or Top Secret clearance.


Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
