We have an opening for a Quality Assurance Officer (QAO) to provide a high level of specialized technical management and leadership to the PATS QA Program and to act as the PATS Program Department of Transportation (DOT) Packaging and Transportation (P&T) Subject Matter Expert (SME).  You will  independently provide highly advanced QA and DOT P&T technical management and leadership  to the PATS Program,  solve complex technical QA and P&T problems associated with the maintenance of the LLNL Nuclear and Nonnuclear Safety Basis Program for Onsite Transportation activities, and serve as the PATS DOT P&T SME for all on-site and off-site shipping activities, This position is in the Packaging and Transportation Safety (PATS) Program, within the Nuclear Operations Directorate.

This position will be filled at either the 391.1 or 391.2 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

Essential Duties 
-Serve as the SME and primary point of contact for laboratory staff to provide functional leadership, technical guidance, advanced technical support, specialized services, and creative solutions to critical P&T QA and DOT P&T issues.
-Implement and maintain the PATS Quality Assurance Plan (QAP) and procedures by planning, organizing, conducting and documenting management assessments or audits and their findings in order to evaluate the efficiency and effectiveness of the PATS Program.
-Ensure LLNL P&T policies and DOT regulations are implemented in operational procedures by reviewing any LLNL Work Control Documents that involve the packaging and/or transportation of hazardous materials.
-Evaluate packaging supplier quality systems and LLNL quality systems that may affect PATS activities against established technical standards.  Create and manage databases for evaluated packaging suppliers, supplier quality history and procurements and serve as the communication link between industry and LLNL regarding technical and national standards for container quality assurance, design and specification.
-Evaluate and interpret LLNL policy and standards and relevant orders of the DOE and other regulatory agencies to maintain LLNL control and accountability standards. 
-Represent the PATS Program Office and LLNL both internally and externally in audits and assessments pertaining to PATS quality assurance and DOT issues, working with the Laboratory Management Assurances Office (MAO) and DOE Laboratory Site Office on institutional assessment plans.
-Mentor technical P&T staff on expectations and execution of QA related evaluation processes, documentation requirements, planning, review, manufacture, testing of various P&T systems and proper execution of PATS QAP and DOE/DOT P&T orders.
-Perform other duties as assigned.
In Addition at the 391.2 Level
-Define, interpret, and oversee the PATS QAP by utilizing comprehensive knowledge of LLNL, DOE, and DOT QA requirements and P&T systems.
-Conduct research and provide solutions to a diverse range of highly complex P&T issues/problems in both the QA and DOT arenas that require analysis and creative use of established techniques and methods.
-Exercise a high degree of independent judgment and discretion in directing and guiding LLNL employees performing P&T operations.

-Bachelor’s degree in Quality Assurance, Hazardous Materials Management, Engineering Technology, Technical Management or related field or equivalent combination of education and related technical experience.
-Expert technical knowledge in QA related to P&T operations, processes, and procurements.
-Broad experience planning, developing, and administering QA program related support systems.
-Advanced experience and technical expertise with the DOT Hazardous Materials P&T regulations, specifically experience with receiving, processing, storing, transporting, transferring and packaging hazardous materials.
-Significant experience working with and applying environmental, safety, and health policies and procedures; and compliance with state, and federal transportation regulations. Including, experience implementing best practices and procedures associated with work routines in an ES&H environment.
-Advanced organizational skills and experience handling multiple projects efficiently, prioritizing a complex workload and setting work objectives.
-Advanced interpersonal skills and ability to work independently and in a collaborative and supportive manner in a multidisciplinary team, with the ability to adapt to diverse groups and work situations and shift effectively among competing tasks.
-Experience making independent decisions using sound judgment to identify and resolve problems.
In Addition at the 391.2 Level
-Extensive experience and highly advanced technical expertise developing and implementing best practices and procedures associated with work routines in an ES&H environment and implementing DOT Hazardous Materials P&T regulations.
-Significant experience managing and/or leading a technical workforce in an R&D organization and the multidisciplinary teams to carry out P&T deliverables in a direct and well-organized manner.
-Highly advanced written and verbal communication skills with proven ability to clearly articulate, enforce, and interpret P&T QA and DOT P&T intent and requirements.  Experience collaborating with high level technical personnel and senior managers at the division and departmental level or equivalent.

Desired Qualifications
-Extensive knowledge of Packaging and Transportation Safety policies and procedures.
-Extensive working knowledge and understanding of IATA and 49CFR hazardous material regulations and quality assurance regulations (e.g., NQA-1, ISO 9001-2018, etc).
-Certification as a quality assurance lead auditor.

Pre-Placement Medical Exam:  A job related pre-placement medical examination may be required.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.
