We have an opening for a Compensation Analyst to work in a dynamic and fast-paced environment where you will develop, implement, and maintain compensation programs and procedures to ensure equitable and competitive employee compensation and classifications that have Laboratory-wide impact and involve the participation of all levels of employees and management. You will provide analytical support for compensation, classification, and salary administration activities and will interact with Laboratory management and administrative personnel to assure compliance with Laboratory salary programs. This position is in the Compensation Division.

This position will be filled at either the H02.2 or H02.3 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

Essential Duties
- Evaluate and approve job listings, reclassification and pay actions; conduct job audits and make recommendations, and respond to staff relations administrative review audits with guidance.
- Administer various compensation programs ensuring compliance with plan documents, policy and DOE Contract 44.
- Research salary and pay structure data, perform statistical analysis in support of a variety of compensation activities, and develop preliminary recommendations. Contributes to the formulation of recommendations for salary structure, FLSA exemptions, job revisions and organizational structures.
- Participate in the development, approval process, implementation, and communication of new or revised policies, procedures, and guidelines.
- Participate in compensation surveys where benchmark matches have been routinely established; supports the data submission process and other data parameters. May recommend benchmark changes for consideration.
- Monitor salary management practices for adherence to policies and guidelines, including California Davis-Bacon category and rate changes, calculate back payment estimates, and implement updates in the HRIS system (PeopleSoft).
- Contribute to the development of the Laboratory's annual Compensation Increase Plan (CIP) request to the Department of Energy (DOE) and the resulting Salary Review process. Conduct research in response to questions and data requests from the DOE/NNSA agencies.
- Partner with other human resource staff members on various activities such as job listing reviews, reclassifications, salary issues, classification practices.
- Perform other duties as assigned.
In Addition at the H02.3 Level
- Lead projects to develop new compensation programs and tools and make recommendations on compensation strategies for Laboratory and DOE management's consideration. Take a lead role in the development of the annual CIP and the Salary Review. Present recommendations to Management.
- Review existing and proposed statutory requirements governing compensation administration and recommend appropriate courses of action and supports implementation efforts.
- Interact with the DOE on approval of high-level salaries, and other exceptional compensation proposals.

Qualifications
- Bachelor’s Degree in Business, Human Resources or related field or equivalent combination of education and related experience and training.
- Comprehensive knowledge of and experience applying compensation principles, techniques and data analysis principles and methods. Familiarity with the Fair Labor Standards Act.
- Analytical and problem-solving skills necessary to anticipate, identify, resolve complex problems and analyze data using statistical methods and draw conclusions.
- Experience in job analysis and evaluation utilizing various methods including conducting compensation structure design, providing input to, and evaluating benchmark salary survey data using spreadsheet software and database skills.
- Experience using common electronic data analysis tools and systems specifically advanced Excel skills utilizing highly complex formula, specialized functions, pivot tables, lookups, macros, etc. Experience with intermediate excel formulas. Demonstrated skills utilizing the Microsoft Office suite.
- Effective facilitation and presentation skills in an interactive environment with strong written and verbal communication presentation skills necessary to document findings and recommendations.
- Experience working in a team environment.
- Experience exercising a high degree of discretion, mature judgment, and tact in handling issues of a sensitive nature.
In Addition at the H02.3 Level
- Experience leading compensation projects and or highly visible projects impacting an entire company. Experience collaborating with others in the design and implementation of new or revised processes and communications skills necessary to effectively prepare and deliver results in formal presentations to a cross-section of employees and managers.
- Experience evaluating positions based on FLSA guidelines.
- Experience with survey data requests, survey data extraction and spreadsheet integration with expertise in generating reports and graphs, and ability to recommend improvements to reporting capabilities.

Desired Qualifications
- WorldatWork Certified Compensation Professional certification.
- Experience working with PeopleSoft.
- General understanding of Davis-Bacon requirements.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
