We have an opening for an Organizational Development Specialist (OD) to provide a full range of development and internal consulting services, such as organizational change and design, process improvement, coaching and mentoring, strategic planning, team effectiveness including diversity and inclusion, facilitation, training and conflict management. You will utilize your broad expertise in organizational development and human resources to interact with all levels of management and employees. This position is in the Strategic Human Resources Directorate Office.
 
Essential Duties
- Provide internal consulting services on topics such as organizational change and design, strategic planning, succession planning, career development, performance management, team effectiveness, diversity and inclusion, and conflict management.
- Identify and utilize best practices while working closely with client organizations to provide customized workforce and organizational effectiveness solutions for managers and supervisors, to meet the unique needs of the client.
- Conduct needs assessments, recommend and facilitate activities to increase project and work team effectiveness and communication skills.
- Advise and mentor management, supervisors, and individual contributors to further develop management and leadership skills.
- Collaborate with consultant team members to facilitate and initiate interventions, change management activities and strategic initiatives.
- Work with other internal consultants and Training & Development staff to design and conduct organization effectiveness needs analysis and implement development solutions for all levels of management across the institution.
- Collaborate with consultant team members to ensure coordinated organization development services and implementation of major institutional initiatives across the Laboratory.
- Perform other duties as assigned.
 
Qualifications
- Bachelor’s degree in Human Resources, Organization Behavior or related field, or equivalent combination of education and related experience.
- Experience and comprehensive knowledge and understanding of industry principles, concepts, practices, standards, processes, systems, project management and process improvement principles and its application.
- Experience with leadership and management development, including needs analysis, design, instruction, use of alternative delivery mechanisms, implementation within intact work groups, coaching, marketing and evaluation.
- Experience providing effective process consultation and facilitation of groups, individual coaching and counseling to managers, supervisors and employees on a wide range of work-related issues, including conflict management and mediation.
- Experience with succession planning, and team development and advising managers on performance management issues.
- Effective organizational, problem solving, decision making and analytical skills necessary to independently advise and recommend appropriate actions and implement solutions.
- Experience functioning as a change agent working across organizations vertically and horizontally, assisting with implementing programs by overcoming resistance and resulting in long-term change.
- Effective communication and collaboration skills necessary to advise and influence internal and external stakeholders on a wide variety of issues to ensure mutual success.
 
Desired Qualifications
- Master’s degree in Human Resources or Organization Behavior.
- Experience in developing metrics to measure performance and process improvements.
- SPHR or SHRM-SCP certification.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.
