We have an opening for a Project Engineer in the Department of Defense Technologies (DoDT) Program in the National Ignition Facility & Photon Sciences (NIF & PS) Directorate.  You will be responsible for estimating and managing project scope, schedule, and budget for one or more projects as well as participating in experiment execution as needed within the Diode Pumped Alkali Laser (DPAL) or other DoDT programs. You will assist pProgram mManagement and lLeadership in implementing efficient management and execution practices and in developing organizational strategies to address the needs of our customers/sponsors. This position is in the Laser Systems Engineering and Operations Division (LSEO) within the Engineering Directorate.

This position will be filled at the SEL.3 or SEL.4 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned as appropriate if you are selected at the higher level.

Essential Duties
- Provide advanced technical direction and project leadership to team members in the execution of work scope with a focus on defining, developing, and executing complex lLaser experiments for DoDT/DPAL programs which involve hardware design, fabrication, testing, qualification, and deployment.
- Apply advanced systems engineering and project management principles to multiple complex technical projects at any given time and in a graded manner to balance resources with identified risk.
- Mentor Principal Investigators (PIs) in the development of proposals, statements of work, project plans, and project risk assessments and responses, and in the use of sound project management practices in accordance with NIF&PS and Engineering policy.
- Collaborate with teams of scientists, engineers, designers, technicians, coordinators, and procurement personnel to achieve project goals.
- Maintain and ensure quality and engineering design standards for deliverables.
- Leverage team members’ skills to successfully complete complex projects, by ensuring excellence in execution of technical work in the program.
- Utilize existing work, internal resources, and partnerships to develop innovative capabilities to increase the impact of LLNL and lead the development of project portfolios.
- Work to develop and improve processes and implement changes to increase efficiencies within the organization.
- Perform other duties as assigned.

In Addition, at the SEL.4 Level
- Establish a vision and strategy for implementation of project management principles across multiple elements of DoDT projects under consultative direction.
- Serve as a subject matter expert and Llead highly complex project planning and execution as the Project Manager/Engineer for experiments, including leading multi-disciplinary teams in successful project execution.
- Represent the Laboratory and Rreport program status to NIF&PS Program management and external sponsors as required.

- Master’s degree in Mechanical or Electrical Engineering or related area, or the equivalent combination of education and previous relevant experience.
- Advanced knowledge of the processes involved in hardware design, fabrication, testing, qualification, and deployment.
- Significant experience building, fielding, and commissioning laser systems.
- Significant experience in project management of complex, technical projects (especially R&D) including organizing, managing, and tracking scope, schedule, and budget.
- Significant experience assessing project risk and developing controls for managing project risk.
- Significant experience developing and implementing creative solutions to a diverse range of complex problems and leading corrective actions where necessary.
- Ability to effectively mentor, develop, lead and manage a multi-disciplinary project team of engineers, scientists, designers, technicians, and coordinators.
- Significant experience interacting and cooperating with all levels of management.
- Advanced verbal and written communication skills necessary to effectively collaborate in a team environment and present and explain technical information and provide advice to management.

In Addition, at the SEL.4 Level
- Substantial experience leading, tracking, and budgeting projects and managing and resolving resource conflicts, effectively accomplishing goals within a multi-disciplinary team through demonstrated leadership and influence.
- Substantial experience implementing an Integrated Safety Management program or an equivalent industry protocol and leading or participating in formal engineering design review processes.
- Expert communication skills, both verbal and written, facilitation, and collaboration skills necessary to interact effectively in a diverse research team environment, deliver effective presentations, and advise senior management and/or external sponsors.

Desired Qualifications
- Experience interfacing with external customers or industrial partners, especially within the Department of Defense (DOD).


Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.
