We have an opening for a Proposal Development Specialist.  You will work collaboratively with technical leads to identify grant opportunities, develop administrative proposal content, provide proposal resource planning and manage the proposal package submission in a supportive and effective manner to facilitate compliant proposals. This position is in the Biosciences and Biotechnology Division, within the Physical and Life Sciences Directorate.

Essential Duties 
- Identify and conduct preliminary analysis of grant opportunities through exploration of public announcements (NIH, NCI,DOD, DOE, etc.).
- Research websites for proposal calls relevant to the research space and communicate out to the community.
- Manage the development of proposal documents in close collaboration with technical subject matter experts to create proposals that are clear, concise, on-time and compliant.
- Serve as the central point of contact for the division to support proposal resource planning, working collaboratively with internal staff and partners to collect, compile and edit all relevant documentation; assign and balance workloads across demanding timelines for proposal submission.
- Interface with the Strategic Partnerships Project (SPP) office and other Government agencies and industry to respond to stakeholder inquiries.
- Prepare and maintain boiler plate content including resumes, key proposal sections and facilities descriptions.
- Assist in gathering data for the development of documentation and annual reports, and developing and maintain best practices and templates, data platforms and style guides. Monitor databases while adhering to strict business constraints.
- Perform other duties as assigned.
In Addition at the E01.2 Level
- Perform data extraction, reporting and analysis to troubleshoot process problems and make recommendations regarding the support of custom/specialized reporting capabilities.
- Contribute to development and implementation of improved organizational practices.
- Coordinate new data sources, quality standards, resolution of data quality issues, and communicate impacts of new and/or modified requirements to affected stakeholders and the Program.

- Associate’s degree in Business Administration, Communications, Biological, Life or Physical Sciences, or equivalent combination of education and related experience.
- Exceptional organizational and project management skills, an understanding of standards, procedures, and techniques related to proposals, subcontracting, and business analysis.
- Ability to work with minimal supervision, demonstrating flexibility, accountability, initiative, strong document organization skills and attention to detail.
- Ability to manage, organize and prioritize multiple projects and meet competing deadlines.
- Experience interfacing with multi-level personnel and communicating technical information to users.
- Knowledge and understanding with handling sensitive documents, email, and computing procedures.
- Experience using MS Office Suite applications (Outlook, Word, Excel, Power Point) and proficiency in Adobe.
- Ability to collaborate with others and work as a team, recommending and communicating process improvements. Effective interpersonal and decision-making skills.
In Addition, at the E01.2 Level 
- Bachelor’s Degree in Business Administration, Communications, Biological, Life or Physical Sciences or relevant discipline, or equivalent combination of education and related experience.
- Experience gathering, analyzing, evaluating, and interpreting data for purposes of documenting functional needs and constraints.  
- Extensive knowledge and experience creating or reviewing business proposals.  
- Experience leading cross-functional teams in researching, gathering and documenting multi-discipline user requirements and communicating recommendations and solutions to stakeholders.
Desired Qualifications
- Familiarity in reviewing grant solicitations to develop proposal schedule and assignments.
- Experience using on-line proposal submission systems.
- Strong editing and persuasive writing skills.
