For more than 60 years, the Lawrence Livermore National Laboratory (LLNL) has applied science and technology to make the world a safer place.

We have an opening for a Program Director (PD) of the ~$300M Weapon Physics and Design (WPD) Program.  You will be responsible for all aspects of the program leadership, management, advancing the WPD mission to anticipate and meet the demands of the current stockpile, future stockpile, and broader national-security concerns.    As a member of the senior management team you will work closely with WCI and LLNL leadership on all aspects of leading and managing the Program to accomplish WPD and WCI programmatic deliverables, as well as leading the WPD senior management team, consisting of a Deputy Program Director and Associate Program Directors.  You will interact with all levels of management both within LLNL and external to the Laboratory including DOE/NNSA, DoD, academic institutions, and management at Los Alamos National Laboratory (LANL) and Sandia National Laboratory (SNL).  This position is in the Weapons and Complex Integration (WCI) Directorate reporting to the Principle Associate Director (PAD).
 
Essential Duties
- Responsible for WPD Program strategic planning, budget, execution and reporting to ensure timely delivery of commitments to WCI, LLNL, DOE and other customers.
- As a member of WCI senior management, support the U.S. nuclear stockpile in partnership and collaboration with the WCI PAD and other Program Directors, by delivering the physics aspects of the stockpile annual assessment, stockpile modernization and the development of stockpile stewardship capabilities.
- Establish a framework for the strategic planning, development, and achievement of WPD Program goals and deliverables.
- Manage and develop a team of Senior WPD Management staff fostering a work environment that stimulates, broadens, and retains high-quality personnel while managing and communicating program objectives, accomplishments, and plans to WPD workforce.
- Ensure the development, implementation and documentation of strategic and operational policies and procedures impacting the WPD Program, while ensuring, the successful execution of the annual WPD Program Plan.
- Represent the WPD Program to WCI management at internal and external meetings, working groups, and on special assignments, including preparing and giving presentations.
- Develop and promote partnerships and collaborations across LLNL with disciplines and other programs to ensure programmatic deliverables are met.
- Promote and maintain strong relationships and communication with NNSA, DoD elements associated with nuclear weapons and other NNSA laboratories.
- Perform other duties as assigned.
 
Qualifications
- PhD in physics or a related technical field or the equivalent combination of education and related experience.
- Significant experience and expertise in the physics design and development of nuclear weapons and knowledge of WCI and the LLNL weapons program.
- Extensive leadership and management experience in a leading edge research and development environment directing technical managers, delegating effectively and leading, motivating, and building complex interdisciplinary teams to work toward programmatic and institutional goals.
- Extensive experience in the development and implementation of strategic plans including the management of a significant technical portfolio and budget, balancing the needs of delivery, innovation and risk.
- Advanced analytical, problem solving, decision-making and organizational skills necessary to independently advise, recommend and approve appropriate actions and implement solutions.
- Expert communication skills, both written and verbal, that effectively explain, present, negotiate, advise, and influence all levels of management, government officials and other external stakeholders.
- Extensive experience sustaining productive relationships with other divisions, directorates, laboratories, UC, NNSA management, other institutions across the DOE and DoD enterprises, and external advisors and reviewers.
- Experience  maintaining a strong safety and security culture in the workplace as a priority while simultaneously meeting programmatic and institutional deliverables and requirements.
 
Desired Qualifications
- Familiarity with national-security policy issues and with Laboratory and external contacts working these issues.
- Familiarity with LLNS and Department of Energy policies and procedures.
 
Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.
Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance at time of hire.
If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.
