The Lawrence Livermore National Laboratory (LLNL) has an opening for a Director of Security.  LLNL is a premier applied science laboratory that is part of the National Nuclear Security Administration (NNSA) within the Department of Energy (DOE), dedicated to applying science and technology to important problems of our time. The Laboratory is managed and operated for the DOE by the Lawrence Livermore National Security (LLNS), Limited Liability Corporation (LLC) which offers a team of five world-class organizations: Bechtel National, University of California, BWX Technologies, AECOM, and Battelle. The Laboratory has a current annual budget of about $2 billion and employs ~6,700 employees.    

As the Security Director, you will be responsible for the daily operation, maintenance, and continuing improvement of a security program encompassing the protection of personnel, information, property and nuclear materials; all of which is compliant with over 2,000 Department of Energy (DOE) Order requirements, Federal and State laws, other U.S. Government mandates, and certain procedural and policy directives specific to LLNL.  The security program is executed at the main site 200 in Livermore, California; and at site 300 located approximately 15 miles eastward in San Joaquin County. In the execution of its security program, the Director of Security is responsible for enabling the Laboratory’s overall mission by ensuring the uninterrupted protection of Laboratory assets from a broad range of physical and technical security threats that may cause unacceptable adverse impacts on national security, the health and safety of DOE/National Nuclear Security Agency (NNSA) personnel and assets, contractors, the public and the environment.

The Security Director oversees a staff of approximately 300 employees and an annual budget totaling approximately $100 million.  The Security organization (SO) is comprised of multiple divisions and groups funded by multiple sources including direct funding by NNSA.  The divisions include the Protective Force Division which is comprised  armed personnel who control access to and within the site, respond to alarms, and are otherwise responsive to federal jurisdictional responsibilities as enumerated in Title 10 of the Code of Federal Regulations, Section 1047; the  Information and Personnel Security Division which is responsible for the security of unclassified and classified information resident on both sites, as well as ,all aspects of security clearance processing and termination, foreign visits and assignments, and employee and visitor badging requirements;  the Physical and Technical Security Division which is responsible for all site access controls, alarms, intrusion detection, and other physical security features employed at both sites; the Training & Operational Services Division which is responsible for the development and delivery of all training afforded SO personnel as well as all security-related training of the LLNL population; the Security and Protection group dedicated to the development, maintenance, and operation of select intrusion and access controls used around the complex. The Security Director reports to and serves at the pleasure of the Director of LLNL.  Additionally, the Security Director is part of the Laboratory Executive team, is a key personnel position by contract and is responsible for the performance and effectiveness of Security operations at both sites which are overseen by the LLNS Board of Governors.

Essential Duties
- Direct the Safeguards and Security (S&S) program at LLNL which includes physical security, information security, personnel security, training, performance assurance, and nuclear material and accountability (MC&A); and responsible for sustaining an institutional security-conscious culture that performs work securely and safely and integrates S&S excellence into all Laboratory operations
- Manage the integration of security-related policy, procedures, and performance assurance initiatives within SO and across all LLNL programs in order to provide for optimum compliance and protection of all DOE assets and personnel located at both sites; and develop and implement both short-term and long-term strategic planning as required to be responsive to DOE, NNSA, and/or LLNL requirements
- Manage a diverse portfolio of security infrastructure projects to include a variety of infrastructure refreshment activity, construction of new facilities, and other technical projects
- Define and implement performance measures and metrics for depicting, trending, and analyzing the on-going effectiveness and health of multiple security disciplines as well as the security-related activities on-going within all LLNL programs
- Maintain a variety of critical relationships to include officials within the on-site NNSA office; local, county, State, and Federal law enforcement and intelligence officials, peers assigned to multiple other NNSA sites situated throughout the United States, senior personnel associated with NNSA’s Defense Nuclear Security Office located within DOE Headquarters in Washington, D.C.; and senior managers throughout all Programs, resident at both LLNL sites
- Prepare for, manage, coordinate, and respond to a variety of internal and external audits, inspections, and assessments conducted to examine one or more disciplines within the SO, or security-related aspects of LLNL program operations
- Manage and execute an annual budget of approximately $100 million that ensures funding for the continuity of all security operations and personnel, and that includes a requisite degree of fiscal restraint and judiciousness ensuring funding is available to address unanticipated emergencies and overtime expenditures
- Manage salary and performance activity of all SO personnel as well as program personnel who are matrixed to SO on a long-term basis, including multiple senior executives
- Experience in personnel management including managing diverse personnel issues and employee development.
- Responsible for maintaining a full suite of formal documentation supporting established practices, policies, and procedures; and which support a disciplined and structured security operating environment that enables mission success and minimizes the likelihood and consequences of human fallibility, organizational, or technical failures
- Perform other duties as assigned.

- BS/BA degree in management or a related security management field, or an equivalent combination of education and experience
- Demonstrated senior management experience leading a large (300 +/-) multi-disciplinary team of employees contributing to the day to day operational preparedness, emergency management, strategic planning, and direction of a highly visible security-related program; experience working with collective bargaining units
- Senior executive-level experience working in a law enforcement, military, or paramilitary organization with responsibilities associated with the interpretation, implementation, and continuing quality performance of required rules, policies, procedures or guidelines
- Demonstrated experience interacting with, presenting to, and effectively influencing executive management personnel both within and outside the organization
- Demonstrated experience managing and executing a multi-million annual budget supporting a multi-disciplinary security-related operation and its personnel with advanced project management skills and a successful track record of completing critical and high-risk deliverables on time and within budget
- Demonstrated experience working in a tactical environment and successfully addressing both planned and unanticipated security conditions
- Experience in personnel management including managing diverse personnel issues and employee development
- Advanced interpersonal, verbal and writing communication skills to successfully facilitate, negotiate, collaborate, and motivate at all levels of management and staff. Experience problem solving, and advising employees and management, law enforcement, other government officials

Desired Qualifications
- Knowledge of Federal criminal jurisdictional issues in general, and/or specific knowledge and application of the Federal criminal jurisdiction found within Title 10 of the United States Code, Section 1047 (10 CFR 1047)
- Knowledge and experience with the Medical, Physical, Readiness, Training and Access Authorization Standards for Protective Force Personnel found within Title 10 of the U.S. Code, Section 1046 (10 USC 1046)
- Experience working security operations in a nuclear facility or within the DOE Complex

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire. 


Note:   This is an At Will, Career Indefinite position.  Lab employees and external candidates may be considered for this position.  This is a key personnel position that requires a commitment from the selected candidate to serve at least two years in this position.
