For more than 60 years, the Lawrence Livermore National Laboratory (LLNL) has applied science and technology to make the world a safer place.

We have an opening for a Work Planner. You will independently lead work supervisors and work planning teams through the planning process to develop detailed, technical work documents and Job Hazards Analyses (JHA) for mission support work at the Laboratory, including work activities performed by ES&H, Security, Computation, Emergency Management, Environmental Restoration, Institutionally Managed Facilities, and the Director’s Office.  This position is in the Work Planning and Control Office.

Essential Duties
- Provide advanced technical planning of LLNL work activities that primarily provide support to the mission of the Laboratory, including subcontractor services.
- Work with Responsible Individuals (e.g. principle investigators, project managers, job leads) to translate work objectives or work requests into clear bounded scopes of work and task breakdowns using technical knowledge of scientific and engineering principles.
- Author work packages for low and moderate hazard work that integrate ES&H requirements and safe work practices, including: developing a JHA, defining acceptance and work closeout criteria, writing work instructions and permits as required, and determining the membership of the Work Planning Team.
- Lead multi-disciplinary planning teams of technical experts through the work planning process to develop concise, worker-friendly work packages, including field walkdowns to clarify work scopes and tasks, and identify hazards and develop controls.
- Lead the work planning team through the hazard evaluation process; roundtable reviews of work packages to de-conflict controls, verify the accuracy of the JHA, and concur on the work package; and facilitate the final review and approval by the Authorizing Individual (AI).
- Participate in pre-start reviews and pre-and-post job briefings, feedback and improvement meetings, and lessons learned reviews.
- Facilitate changes to work packages, ensuring appropriate involvement of the Work Planning Team.
- Perform other duties as assigned.

Qualifications
- Bachelor’s Degree in a science, engineering technology or ES&H discipline, or the equivalent combination of education and related experience.
- Experience serving in a technician, operations, maintenance, project coordinator, work planner, and/or safety role, performing and/or providing technical support for complex work activities, and knowledge of various types of materials, equipment, and methods used in the technical work being performed.
- Experience applying a systematic approach to planning and completing work and/or projects.
- Advanced knowledge of technical work with safety, compliance, and/or non-nuclear safety basis requirements, including a broad knowledge of environment, safety, and health (ES&H) requirement.
- Significant technical writing skills necessary to develop technical documents (work procedures, work instructions, specifications, Lockout/Tagout (LOTO) procedures, interlock procedures, etc.), and to author well-bounded work packages, including JHAs, that are clear, concise, and worker-friendly.
- Excellent interpersonal, problem-solving, communication, and presentation skills necessary to lead and facilitate multi-disciplinary teams of technical experts through technical discussions, including conflict resolution skills necessary to resolve differing professional opinions.
- Ability obtain and maintain a Work Planner Qualification within a reasonable period of time .

Desired Qualifications
- Experience applying project management principles to projects requiring phasing, sequencing, or other dependencies.
- Experience leading walkdowns and roundtables to identify work scope, tasks, and hazards.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
