For more than 60 years, the Lawrence Livermore National Laboratory (LLNL) has applied science and technology to make the world a safer place.

We have an opening for a Personal Property Administrator to oversee and lead the institution’s asset identification, recording, marking, and tracking of government owned personal property (e.g., computers, cell phones, Laboratory equipment). You will oversee the tagging and recording activities and performance, and work independently to evaluate and analyze performance of critical functions within the property management system. This position is within the Asset Management Department of the Business Directorate.

Essential Duties
- Serve as the subject matter expert in Property Management to research, evaluate, and establish institutional standards and requirements for the identification, inventory and life-cycle controls of government assets.
- Collaborate with diverse end users and stakeholders to research, assess, analyze, and make recommendations for asset accountability based on multi-disciplinary regulations and risk assessment.
- Lead the Property Identification and Recording function by training staff, monitoring work activity, assigning tasks and resources, and monitoring performance. Monitor quality and performance via data analytics, developing innovative solutions to improve efficiencies, and evaluating processes to ensure compliance with regulatory and policy drivers.
- Lead, review, approve and execute the retirement of personal property in the property management system consistent with regulatory requirements. Investigate complex and /or non-routine events regarding personal property and develop strategies and requirements.
- Provide guidance for suppliers/vendors regarding requirements for tracking of procured government property. Develop and provide routine training to new procurement specialist and provide guidance on complex and non-routine acquisitions and life-cycle management of assets.
- Using knowledge of asset management as well as knowledge of related institutional policies and procedures, interpret and apply concepts and techniques; analyze complex data and collaborate with others in developing recommendations.
- Lead projects to evaluate, develop and implement new tools, systems, and processes to improve efficiencies, ease of use for customers, and enhance life-cycle management with consideration of cost, value, and regulatory requirements.
- Perform other duties as assigned.

- Bachelor’s Degree in Business or in a related field, or equivalent combination of education and related experience.
- Broad knowledge of and experience in management of assets and/or applying business practices/policies, regulatory requirements, techniques, standards, processes and systems.
- Experience researching inquiries and regulatory requirements, interpreting and applying policies and procedures and providing response to multi-disciplinary business partners and customers.
- Experience assessing processes, developing and implementing process improvements that include administrative controls and/or technical solutions.
- Ability to work independently and collaboratively toward common goals and objectives.
- Advanced computer and software application skills and experience (Microsoft Office Suite and databases).
- Demonstrated verbal and written communication skills with experience interacting considerately and effectively with a diverse group of personalities and disciplines at various levels.

Desired Qualifications
- Knowledge of LLNL Property Management Policies and Procedures.
- Experience interpreting and applying NNSA/DOE Personal Property Regulations.
- Knowledge of institutional applications, such as Sunflower Assets (SFA), Universal Content Management (UCM), Laboratory Integrated Network for Contracts and Supply (LINCS) and the Laboratory’s on-line shipping request application ShipIt.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
