For more than 60 years, the Lawrence Livermore National Laboratory (LLNL) has applied science and technology to make the world a safer place.

We have an opening for a Surveillance Group Leader with responsibilities for leading technical activities, surveilling LLNL stockpile systems, and representing LLNL surveillance to NNSA and to other Nuclear Security Enterprise sites. This group is responsible for providing engineering and scientific subject matter expertise in aiding the Weapon Systems Groups in carrying out their Nuclear Weapon Annual Assessment requirements. This position is in the Weapon Technologies and Engineering (WTE) Program, in the Defense Technologies Engineering Division (DTED).

This position will be filled at either the SEL.4 or SEL.5 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

Essential Duties
- Serve as primary technical contact for the Surveillance Program at meetings, briefings, design reviews, and committee activities both internal and external to the Laboratory. Provide Design Agency support to Production Agencies in their execution of surveillance scope.
- Provide overall technical, safety, and security leadership to ensure that programmatic milestones are safely met on schedule and within budget.
- Collaborate with project principals and weapon systems’ management and personnel to market group capabilities and to define programmatic objectives, budgets, and schedules. Support weapon system processes, while seeking opportunities to further improve them, for management of knowledge and assessments to inform confidence in weapon system performance and safety. Support the weapon system groups to provide uniformity of improved knowledge and processes.
- Review and approve required engineering authorizations, specifications, drawings, and documents to ensure that reliability and safety requirements are met.
- Foster and uphold the program’s mission, vision, and values through leadership of the Surveillance Group personnel and activities. Lead and engage in thoughtful engineering design reviews to ensure the technical excellence of our designs and our workforce.
- Maintain robust communications, collaborations, and contacts, internal and external to LLNL. Represent WTE and WCI at meetings, briefings, and committee activities both internal and external to the Laboratory. Ensure project requirements, status, risks, and issues are communicated in an effective and timely manner to senior leadership.
- Provide performance management for group personnel and support DTED ranking and salary processes. Monitor performance required to meet programmatic milestones and deliverables and lead corrective actions where necessary.
- Support activities for hiring and managing a vigorous and capable workforce.
- Perform other duties as assigned.
In Addition at the SEL.5 Level
- Influence strategic technical decisions made by senior management and external customers and serve as organization spokesperson by Laboratory management and/or external advisor by sponsors.
- Mentor staff across the organization, including other mentors.
- Serve on external scientific or technical committees, representing the Laboratory.

Qualifications
- Bachelor’s degree in Engineering or related field, or equivalent level of education and related experience.
- Subject matter expert knowledge of nuclear weapon systems, their design, their stockpile-to-target environments, and their environment-associated failure mechanisms.
- Proficient and demonstrated knowledge of Nuclear Weapons Complex sites and operations, Laboratory policies and practices, and applicable NNSA orders.
- Effective organizational skills, knowledge and experience with project management tools and techniques, including work planning, scheduling, cost estimating, analyzing and managing financial data, and project reporting.
- Effective leadership, interpersonal skills, and supervisory skills to lead personnel, write performance appraisals, and actively participate in ranking sessions.
- Experience working independently and responsively to changing priorities.
- Expert communication, facilitation, and collaboration skills necessary to present, explain, and advise senior management and/or external sponsors and to promote and maintain productive relationships across directorates, with other laboratories, and with other external entities.
- Ability to travel.
In Addition at the SEL.5 Level
- Expert knowledge of, and extensive experience in Surveillance, Engineering Evaluations, or Product Realization processes of designing, qualifying, and certification of nuclear weapon systems.
- Nationally recognized expert in scientific and engineering assessment technologies analysis, testing processes, material science or expert technical knowledge to address advancements that may have impact beyond the Laboratory.

Desired Qualifications
- Master’s degree or PhD in Engineering.

Pre-Placement Medical Exam:  A job related pre-placement medical examination may be required.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.
 

Security Clearance:  This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire. 

 

Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
