We have an opening for a Strategic Human Resources Business Partner (HRBP) who will act as a champion and change agent, trusted advisor and cultural steward in support of Operations & Business senior leadership team.  You will assess and anticipate HR related needs and seek to develop integrated solutions in collaboration with the core HR ecosystem. You will provide a full range of consultative and collaborative people strategies/programs in areas such as talent and performance management, organization design/expansion, leadership/high potential development, succession planning, talent acquisition, retention/engagement programs and strategic staff planning.  You will use your expert knowledge in HR related areas to interact with all levels of management and employees.  This position is in the Strategic Human Resources Management Directorate Office.

Essential Duties
- Provide expert internal consulting services to senior management on such topics as workforce planning, talent acquisition, employee relations, training and development, and other HR services.
- Facilitate the development and implementation of organization-specific people strategies, diagnosing organizational issues, and driving adoption.
- Develop, drive and leverage employee engagement initiatives that elevate and sustain high levels of employee engagement.
- Identify and communicate business unit needs to the HR functional areas and collaborate in the development of integrated solutions to deliver value added services.
- Provide performance management and talent management guidance to supervisors and managers to include coaching, counseling, career development and disciplinary action to foster a high performing culture.
- Identify and recommend interventions to help management and employees proactively resolve employee relations issues consistent with LLNL’s policies and practices, as well as employment/labor laws.
- Partner with Organizational Development Specialists to diagnose and implement systemic programs and interventions in support of business unit needs.
- Analyze workforce data and identify trends and metrics and develop solutions in partnership with HR ecosystem.
- Provide guidance to the development and implementation of policies, procedures and projects within the business unit.
- Perform other duties as assigned.

- Bachelor’s degree in Human Resources, or related field, or equivalent combination of education and significant related experience.
- Significant experience (typically 8+ years) working in HPRB role and directly with senior leadership.
- Significant experience and expert knowledge and understanding of HR principles and practices.
- Significant experience with workforce planning, talent acquisition, training and development, employee relations, salary management, diversity and inclusion, organizational development, succession planning, team development and consulting with managers on performance management issues.
- Significant knowledge of and experience interpreting regulatory requirements and relevant state and federal laws.
- Advanced organizational, problem solving, decision making and analytical skills necessary to independently advise, consult and recommend appropriate actions and implement solutions.
- Experience functioning as a change agent for whole systems or major organization units by implementing programs resulting in long-term change. Experience leading integrated projects and business activities.
- Advanced communication and collaboration skills necessary to advise and influence internal and external stakeholders on a wide variety of issues to ensure mutual success.
-  Extensive experienced and advanced skills with Microsoft Office Suite (excel, word, PowerPoint, access etc.). Experience conducting data analytics to develop metric and trend data using advanced Excel functions.

Desired Qualifications
- Advanced degree in Human Resources or related field.
- SPHR or SHRM-SCP certification.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires a Department of Energy (DOE) L-level clearance.

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter.  In addition, all L or Q cleared employees are subject to random drug testing.  L-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
