For more than 60 years, the Lawrence Livermore National Laboratory (LLNL) has applied science and technology to make the world a safer place.

We have an opening for an Environmental Engineering Division Leader to lead a team of engineers and field personnel responsible for providing solutions for environmental restoration activities at the LLNL CERCLA sites. You will work closely with scientists and engineers through all phases of a project, including technology screening, project planning, remediation system design, construction, testing, operation & maintenance (O&M), compliance, and system optimization. This position is in the Environmental Restoration Department.

Essential Duties
- Provide technical direction, coordination, leadership, and supervision in the development, design, test, and implementation of cost-effective engineering solutions for environmental remediation at LLNL Site 200 and Site 300.  
- Ensure all system designs comply with DOE, CERCLA, and LLNL facility regulations and safety requirements, and ensure compliance with federal and state regulatory requirements and LLNL’s environmental policy.
- Provide technical leadership, mentorship, supervision, and direction to group members, participate in the recruitment and selection of team members, write performance appraisals, participate in ranking and salary management processes, and provide training, mentoring, and coaching for group personnel.
- Author and oversee the preparation of technical and regulatory required documentation, including O&M Manuals, Feasibility Studies, and Engineering Evaluation/Cost Analysis (EE/CA).
- Provide subject matter expert advice for engineering solutions for remediation of volatile organic compounds (VOCs) and other non-petroleum contaminants, including participating in or leading formal and informal design reviews, conducting root cause analysis for equipment or system failures and identifying corrective actions, and improving operational efficiencies for O&M.
- Manage engineering resources for ERD Programs to ensure project goals, milestones, and schedules are met.
- Participate in CERCLA Remedial Project Manager meetings, Technical Assistance Grant meetings, Public Workshops, community tours, and other regulatory meetings and outreach efforts, including presentation of technical information to broad audiences.
- Perform other duties as assigned.

- Bachelor’s degree in Civil or Environmental Engineering, or other scientific or engineering field with an emphasis in environmental restoration or equivalent combination of education and related experience.
- Extensive experience and expert knowledge of environmental remediation technologies, primarily ground water and soil vapor pump-and-treat, and relevant regulatory requirements under CERCLA, including the design, installation, operation, and maintenance of ground water and soil remediation systems and system components.
- Significant experience leading, managing, and directing a professional scientific/technical-level team.
- Significant experience and working knowledge of California Environmental Protection Agency (Cal-EPA) regulations, such as the Department of Toxic Substances Control (DTSC), Regional Water Quality Control Boards (Central Valley and San Francisco Bay Area), National Pollutant Discharge Elimination System (NPDES), Bay Area Air Quality Management District (BAAQMD), and San Joaquin Valley Air Pollution Control District (SVJAPCD) requirements.
- Significant experience and expert knowledge of engineering standards, practices and processes, generation of requirements and design documents, configuration control, preparation of test plans and user documents, and formal and informal design reviews.
- Significant experience with supervision and performance management, including performance issues, career development, writing annual performance appraisals, and salary management.
- Extensive experience problem-solving (i.e., clarifying issues, analyzing concerns) and decision making necessary to independently advise, recommend, and approve appropriate actions and implement solutions.
- Expert communication skills both verbal and written, facilitation, and collaboration skills necessary to effectively present complex technical briefings, explain, and provide technical advice to senior management, external sponsors, regulators, reviewers, and stakeholders (e.g. DOE/NNSA).

Desired Qualifications
- Master’s Degree in Civil or Environmental Engineering or other scientific or engineering field with an emphasis in environmental restoration; Licensed California Professional Engineer (PE); OSHA 40-hour HAZWOPER training.
- Experience with systems control and data acquisition, as well as web-based data access systems.
- Advanced knowledge of standard software applications (such as Word, Excel, and PowerPoint) and ability to work on multiple computing platforms (UNIX, PC, Mac).

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.  Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis).
