For more than 60 years, the Lawrence Livermore National Laboratory (LLNL) has applied science and technology to make the world a safer place.

We have an opening for a Design & Engineering Division Leader. You will be responsible for managing LLNL engineering and design services for conventional facilities and programmatic equipment installation, the oversight of a multidiscipline workforce of approximately 40 employees and managing an annual indirect budget. You will provide oversight to the Division which supplies architectural and engineering services along with the management of subcontracted design firms in support of approximately $100M in annual construction project volume. This position is in the Project Management, Engineering & Construction Department.Anchor

This position will be filled at the TSL.4 or TSL.5 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

Essential Duties
- Provide administrative management and technical direction and leadership of the Design & Engineering staff with overall responsibility for setting and meeting the Division’s project delivery schedules and budgets, including managing personnel, performance management, disciplinary actions, annual performance evaluations, ranking, career development, mentoring, and recruiting.
- Ensure construction documents prepared by Professional Engineers in the Division comply with federal and state regulatory requirements; promote and provide leadership in the adherence to Federal, DOE, State, and local codes and standards for all LLNL facility designs; and provide leadership in the implementation of sustainable design principles and executive orders.
- Assess, determine, and implement project delivery methods. Provide solutions to highly complex issues/problems requiring in depth analysis.
- Establish staffing levels commensurate with the work load forecast for the Department.
- Oversee the Facility Document Center, the Standards and Specifications group, and CADD support to the institution.
- Plan and execute the Division budget; approve appropriate expenditures for labor, training, and materials.
- Provide subject matter expertise for construction codes, and for natural phenomena hazards relating to DOE orders and standards.
- Collaborate with Lab-wide senior management and a diverse workforce on advanced technical projects and programs.
- Perform other duties as assigned.
In Addition at the TSL.5 Level
- Provide consultative support and advise the PMEC Department Head concerning managerial decisions of departmental nature.
- Represent the Division to Laboratory management and customers and serve as the Operations & Business Principal Directorate’s liaison to design/engineering groups operating within other LLNL Principal Directorates.
- Support Departmental management in attracting and retaining projects, programs, funding, and staff.

Qualifications
- Bachelor’s degree in Architecture or Engineering or the equivalent combination of education and significant related experience, and registration as a Professional Engineer or Architect.
- Significant experience and expert knowledge in the design and construction of conventional facilities, building infrastructure systems and governing building construction codes and standards, and relevant DOE Orders and Standards.
- Expert knowledge of construction and safe work practices.
- Knowledge of leadership, management, and organizational development principles and methods.
- Experience leading a team, project, and/or group with demonstrated ability in determining how to prioritize and use resources to meet schedules and objectives.
- Expert analytical and problem-solving abilities necessary to independently develop solutions to highly complex problems and recommend appropriate action.
- Expert communication, facilitation, collaboration, interpersonal and problem-solving skills necessary to direct an organization, build cooperative multi-disciplinary teams, gain the cooperation of others, and interact with and advise senior management and internal/external customers/sponsors.
- Exceptional commitment to customer service with effective and timely response to customers.
In Addition at the TSL.5 Level
- Extensive experience in the design and construction of conventional facilities, building infrastructure systems and governing building construction codes and standards, and relevant DOE Orders and Standards.
- Extensive experience and demonstrated ability to develop, lead, and champion initiatives for improvement of the Division’s and the Department’s operations.

Desired Qualifications
- MS in Engineering, Architecture or related field, and Registration as a Professional Engineer or Architect in the state of California.
- Advanced knowledge of sustainability integrated into design and accreditation as a LEED Professional.
- ICC certification as a plans examiner or building inspector.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
