For more than 60 years, the Lawrence Livermore National Laboratory (LLNL) has applied science and technology to make the world a safer place.

We have an opening for a Small Business Program Administrator to act as the primary liaison between the Laboratory’s Small Business Program Office (SBPO) and the Department of Energy (DOE), the National Nuclear Security Administration (NNSA), government, and industrial communities to further small business participation at LLNL.  You will serve as a subject matter expert dedicated to strategically maximizing LLNS’ subcontracting with small businesses and LLNS’ attainment of its related socioeconomic objectives. This position is in the Supply Chain Management (SCM) Department.

Essential Duties
- Lead, analyze, develop and oversee the implementation of strategies and deliverables for the Small Business program for awarding subcontracts. Ensure compliance with prime contract requirements and promote small business subcontracting activities.
- Responsible for strategic outreach activities, including some that are in collaboration with the DOE/NNSA complex. Represent LLNS at various SB outreach events and host workshops for small business vendors.
- Manage and develop strong partnerships within the small business community.Establish effective working relationships with the DOE HQ Office of Small Disadvantaged Business Utilization team, NNSA Small Business Team, and other parent company SB representatives.
- Review new acquisition requirements and identify possible qualified SB sources.
- Review, approve, and monitor subcontracting plans submitted by large business subcontractors.
- Oversee the LLNS Mentor Protg agreements with small businesses and ensure reports are submitted to the DOE Office of Small Disadvantaged Business Utilization.
- Conduct fiscal year small business forecasting, analyze the data, review trends, and prepare proposed SB goals and justification. Prepare monthly, quarterly, biannual, and annual reports of the SB socioeconomic spend.
- Monitor achievements and performance against established SB goals.Coordinate activities prior to and during federal agency SB compliance reviews.
- Perform other duties as assigned.

- Bachelor’s Degree in Business Administration or related field or equivalent combination of education and related experience.
- Broad and significant specialized knowledge and experience of the types of goods or services required to enable mission while promoting maximum utilization of SB vendors.
- Experience in recruiting and expanding opportunities for small businesses.
- Recognized as expert in applying analytical skills to develop and implement strategies and solutions to satisfy various socio-economic program objectives.
- Broad and in-depth knowledge of business planning, budgeting, performance metrics, project planning, and data analysis for service operations areas. Demonstrated experience in analyzing data and reviewing trend analysis.
- Ability to interpret and effectively apply LLNL Standard Practices relevant to small business subcontracting.
- Advanced communication and interpersonal skills and techniques to effectively deal with employees and customers at all levels.

Desired Qualifications
- Previous participation in various professional and governmental small business organizations.
- Demonstrated working and practical knowledge of a wide variety of theory, practices, methods, programs, and plans including regulatory requirements relating to purchasing and business law.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
