We have an opening for an Administrator to work in a challenging research and development environment.  You will work independently to plan, perform, and oversee a wide range of diverse administrative activities associated with the daily administrative operations.  This position is in the Energetic Materials Center (EMC) within the Materials Science Division.

Essential Duties
- Plan, execute, and/or provide oversight to a variety of workforce, operational and organizational requirements and activities for EMC on administrative matters.
- Serve as the administrative point of contact for the Director of the EMC, often independently assessing and responding to inquiries, prioritizing actions, and following up to ensure resolution.
- Prepare and review a variety of documentation and reports on behalf of the Director and Group Leaders. Initiate and compose original and sensitive correspondence, memoranda, reports, presentations, and agendas on behalf of the Director of the EMC and GLs as well as plan/coordinate meetings/visits on behalf of EMC management.
- Supervise administrative staff including providing mentoring; direct, coordinate and perform workload leveling to achieve organizational goals and objectives.
- Review, execute, and administer a variety of personnel/recruiting related activities for the work unit, ensuring compliance with applicable policies, procedures, regulations, and laws.
- Manage the administrative functions of the JOWOG 9 program for the EMC Director.  
- Participate in workforce planning, strategic planning and High Explosives Application Facility (HEAF) operations matters. Independently make decisions regarding administrative processes and projects related to EMC activities.
- Establish protocols and develop standards and procedures to assure efficiency and continuity in daily operations. Independently develop solutions and resolve administrative issues and complex problems.
- Perform other duties as assigned.

- Experience leading and supervising employees and team building.
- Experience representing senior management to diverse internal/external contacts, communicating managers direction. Experience interacting with all levels of personnel internal and external to the Laboratory exercising a high degree of discretion, mature judgment, and tact in handling issues of a sensitive nature.
- Experience participating in and leading business, operational or organizational activities.
- Effective writing and assertive communication skills necessary to develop formal correspondence and explain, present, direct, negotiate, influence, train and coach others.
- Experience making independent decisions and taking initiative to approach and resolve difficult issues using creative problem-solving skills.
- Organizational skills, flexibility and ability to prioritize multiple and complex tasks, often with conflicting deadlines and frequent interruptions.
- Knowledge of and experience interpreting and implementing personnel administration, policies and procedures and practices. Knowledge and understanding of HR compliance requirements.
- Advanced knowledge of personal computers and associated software including MS Office applications and experience developing complex reports for use in management decision making.

- Experience writing job listings, interviewing and writing performance appraisals.

Security Clearance:  This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire.
