We have an opening for a Physical Security Group (PSG) Leader. You will lead a team of individuals at Livermore (LLNL Site 200) and Tracy (Site 300) and will participate in planning and policy setting activities. You will perform a wide variety of physical security functions requiring independent evaluation and follow through to ensure compliance with Department of Energy (DOE) security standards, and travel as necessary. This position reports to the Physical & Technical Security Division (PTSD) Leader within the Security Organization (SO).

This position will be filled at either the 338.1 or 339.2 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

Essential Duties

  • Supervise PSG personnel, responsible for performance management, operational guidance, and ensuring team receives proper training and mentoring to develop technical competency. Provide technical direction and coordination to ensure efficient use of personnel, materials, equipment and time.
  • Provide advanced technical guidance, analyze and evaluate systems and plans for implementing DOE Physical Security Orders, requirements and guidance using specialized technical procedures/protocol knowledge; provide technical direction and determine courses of action necessary to assure compliance with security orders and other directives relating to physical security in collaboration with other members of the PTSD management team.
  • Serve as a primary contact for external/internal reviews and audits.  Provide advanced technical and administrative oversight to identify, plan, and coordinate self-assessments, analyze compliance, identify discrepancies, recommend solutions, direct, and monitor corrective actions.
  • Provide pre-construction technical guidance, for LLNLSO technical projects, ensure compliance with DOE/LLNL physical and technical security specifications, identify potential issues and provide original solutions to complex technical problems.
  • Review construction drawings and blueprints to ensure PSG technical requirements are met.
  • Inspect existing facilities, security barriers, lighting, access control points, construction projects and security systems to conduct risk/cost analysis and ensure work is conducted in compliance with PSG security orders and directives, independently direct others, delegate work assignments and set priorities.
  • Oversee PSG activities and ensure proper and efficient adherence to security and safety regulations and the proper use of policies and procedures.
  • Serve as technical lead for large-scale projects that involve extensive external agency interfaces.  Identify and develop criteria for downgrading/upgrading Security status of facilities.
  • Perform other duties as assigned.

In Addition at the 339.2 Level

  • Responsible for ensuring PSG personnel have proper understanding of policy, procedures, and equipment to perform duties and complete tasks in compliance with DOE/LLNL physical security directives in a timely manner. Serve when requested as acting PTSD Division Leader during absences.
  • Serve as the primary subject matter expert, provide technical direction and collaborate with senior management to formulate strategy and tactics to complete long-term goals for the Division.
  • Provide highly complex technical and/or technical management support with minimal instruction or direction.  Use a high degree of independent discretion and judgment to define project approaches, create and implement original solutions, establish or modify guidelines, techniques and procedures, choose appropriate work methods, and set priorities.


  • Bachelor’s degree in Mechanical, Civil, Electrical, Architectural, Industrial Engineering or Construction Management or the equivalent combination of education and related experience.
  • Advanced technical knowledge, skills, understanding and significant experience applying a variety of physical, industrial, or technical security concepts and principles to solve unique/complex problems and monitor compliance in a regulatory environment.
  • Experience conducting audits or self-assessments, identifying discrepancies; and recommending technical solutions, developing, and monitoring corrective actions with a security discipline.
  • Experience evaluating construction drawings and blueprints with the ability to identify potential issues relating to physical and technical security specifications and provide original solutions to complex technical problems.
  • Demonstrated knowledge of work control and work planning processes. Proficient with computers and the associated software (e.g., Microsoft Word, Excel, and PowerPoint).
  • Experience working independently and, in a team, setting to research and analyze alternative approaches and develop sound solutions to complex problems.
  • Demonstrated organizational skills, able to independently determine and set priorities and to effectively manage completion of multiple projects and assignments in a timely manner.
  • Advanced written, verbal, feedback and presentation communication skills.

In Addition at the 339.2 Level

  • Experience managing a diverse group of non-exempt and exempt staff.  Demonstrated highly advanced written, verbal, and interpersonal skills to interact with diplomacy and tact with a wide variety of personnel and disciplines internal and external to the Laboratory.
  • Highly Advanced skills and understanding of relevant technologies and processes, including the ability in electronics technology to design complex systems and solutions to a variety of physical, industrial, or technical security concepts and principles, to solve unique/complex problems and monitor compliance in a regulatory environment
  • Significant experience analyzing self-assessments, audit findings, designs and operational procedures and using the analytical results to research and provide cost-effective security recommendations.
  • Significant experience applying in-depth knowledge of DOE orders and requirements in the development and implementation of security policies and procedures, interpreting federal and local requirements, and creating procedures or implementation plans.

Desired Qualifications

  • Knowledge of PTSD policies and procedures.  Demonstrated extensive, in-depth knowledge of DOE Orders pertaining to physical security.
  • Familiarity with Project Management principles and techniques.
  • Recognized as a subject matter expert in physical security and barriers/delays.


Pre-Placement Medical Exam:  A job related pre-placement medical examination may be required.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.

Security Clearance:  This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire.
