For more than 60 years, the Lawrence Livermore National Laboratory (LLNL) has applied science and technology to make the world a safer place.

We have an opening for a Technical Training and Development Specialist to design and develop on-the-job, web-based, and instructor-led training for the Security and Protection Argus program (S&P) Laboratory employees and employees of all other Argus protected sites. You will be responsible for incorporating applicable security, safety, management and environmental health and safety policies for the Laboratory. This position is in the Training and Development Division, matrixed to the Argus Program within the Security Organization.

This position will be filled at either the H04.3 or H04.4 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

Essential Duties
- Conduct needs assessment activities such as job/task analyses, interviews, and surveys.
- Determind the scope of technical training needs and develop training objectives utilizing instructional analysis, design, development, implementation, and evaluation techniques.
- Advise and provide information to management and clients in the new approaches and development of course content, instructional media such as print, video, instrutor-led courses, e-learning, examinations, and other course tools.
- Develop, evaluate and update material content to ensure compliance with regulatory requirements, such as DOE Orders and applicable Federal codes & standards.
- Develop metrics for evaluating training materials for continued effectiveness and results, communicate findings, and deliver and implement recommended strategies that result in continuous improvement.
- Facilitate and/or deliver technical training and group processes.
- Implement and support the operational drill program for the assigned facility(s).
- Perform other duties as assigned.
In Addition at the H04.4 Level
- Work with clients and client management to assess, understand, and diagnose development needs, suggest and plan long term appropriate solutions and approaches. Provide oversight to peers and team members when implementing solutions.
- Mentor peers and team memebers on diverse topics related to instructional design methods, processes and tools.
- Represent and serve as spokesperson for the S&P/Argus program in regards to communication with all sites and HQ related to argus training.

- Bachelor’s degree in Education, Organization Development, Training and Development, Instructional Design Technologies, or equivalent combination of education and related experience.
- Significant experience developing and designing training and course curriculum using the Instructional System Design process.
- Significant experience with web-based training that incorporate the use of a variety of instructional media such as video, audio, and graphics.
- Significant experience applying adult learning theory, training and development theories and technologies during the process of developing performance-based training.
- Significant experience conducting needs assessment, instructional design, training and development options, and implementing training programs.
- Experience incorporating analytical, decision-making, and project planning skills when developing and managing education, training, and career development procusts and services.
- Advanced experience using desktop computers and associated software applications and e-learning software such as Articulate, Storyline 2, Dreamweaver, or SmartBuilder.
- Advanced communication and collaboration skills necessary to advise and influence internal and external stakeholders on a wide variety of issues to ensure mutual success.
In Addition at the H04.4 Level
- Subject matter expert in developing training courses and curriculum in sensitive and high risk environments.
- Extensive experience planning and leading integrated training projects and activities.
- Experience aligning training with organization strategies and/or regulatory requirements and determining training needs that have an institutional and/or multi-site impact.

Desired Qualifications
- Master’s degree in related field.
- Working knowledge of Physical Security Systems that protect high value assets.
- Experience developing training programs for scientific organizations.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note:   This is an At Will appointment.  Lab employees and external candidates may be considered for this position.
