For more than 60 years, the Lawrence Livermore National Laboratory (LLNL) has applied science and technology to make the world a safer place.


We have an opening for an Environmental, Safety & Health (ES&H) Quality Improvement Engineer to serve as an internal technical consultant and advisor for strategic organizational level process design and improvements. You will use formal engineering quality practices such as lean methodologies and related informational technology and other analytical tools to analyze data, characterize, measure performance, and optimize integration of management elements into technical and administrative processes to assess current ES&H program services and work processes. This position will compose, lead and guide project teams to identify opportunities to improve efficiency, reduce rework, eliminate waste, develop successful tools, strategies, and processes to improve process performance.  This position is in ES&H Directorate.

This position will be filled at either the TSS.3 or TSS.4 level depending on your qualifications.  Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.
 
Essential Duties

- Conduct and facilitate the collection and analysis of complex data and process information to identify recommendations for reducing defects and waste and improve effectiveness and efficiency of directorate work processes.
- Define, understand, and resolve process quality problems in a manner that align with organizational strategic goals and objectives by applying advanced knowledge of ES&H, sound engineering and/or scientific expertise and project management skills.
- Lead strategic gap analysis and formal assessments to assist process owners and managers to identify key work processes requiring process management systems; recommend and implement creative solutions to complex problems.
- Guide and lead technical process improvement project teams; Identify opportunities for new and/or continuing performance improvement initiatives while applying advanced concepts, techniques, and standards based on lean principles and theories.
 - Determine, maintain, and evolve business strategies with an emphasis on IT strategies and alignment to achieve operational efficiencies and reduce costs.
- Research, assess, and recommend technology solutions to improve work processes and resolve organizational objectives.
-  Effectively summarize and communicate evaluation results and recommendations to team members, key stakeholders, all levels of Laboratory management as required.
- Perform other duties as assigned.
 
In addition, at the TSS.4 Level

- Develop and lead complex technical processes, research efforts, and analyze data while modifying and redefining ideas with improvement teams to identify effectiveness and efficiency of directorate processes.
- Serve as the subject matter expert on advanced studies using strategic gap analysis and formal assessments to impact organizational operations.
- Assure expert level application of research efforts and business improvement strategies with an emphasis on IT technologies and alignment to achieve operational efficiencies and reduce costs.
 
Qualifications

- Bachelor’s degree in engineering, computer, physical or biological sciences, or equivalent combination of education and significant related experience.
- Significant experience with ES&H programs, services and work processes, and ability to work effectively with technical disciplines to assess and recommend improvements.
- Advanced training and knowledge in applying lean methodologies to improve work processes, such as Lean and Design for Six Sigma (DFSS).
- Significant experience defining and conveying information needs of the business to IT support personnel and data constraints to the business.
- Advanced knowledge and significant experience analyzing data using statistical applications.
- Demonstrated ability to successfully manage complex improvement projects.
- Experience establishing effective working relationships with program/sponsor organizations, IT technical support personnel, operations management, colleagues and customer representatives
in a support service environment.
- Advanced verbal and written communication, facilitation, and collaboration skills necessary to effectively present, explain, influence, and advise senior management.
 
In addition, at the TSS.4 Level

- Substantial experience in ES&H programs, services and work processes; determine course of action to obtain course of action.
- Subject matter expert knowledge in conveying information needs of the business to IT support personnel.
- Expert level communication facilitation and collaboration skills necessary to effectively present, explain, and advise senior management, external sponsors, regulators, reviewers, and stakeholders.
 
Desired Qualifications

- Advanced degree in engineering, computer, physical or biological sciences.
- Professional Lean Six Sigma or equivalent certification.
- Familiarity with LLNL operational, programmatic, or science and technology efforts.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.
 

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
