For more than 60 years, the Lawrence Livermore National Laboratory (LLNL) has applied science and technology to make the world a safer place.

We have an opening for an Environmental Analyst. You will be responsible for assessing and interpreting the environmental impacts of technical research and facility operations projects required by the National Environmental Policy Act/California Environmental Quality Act (NEPA/CEQA) and providing regulatory compliance guidance to LLNL programs. This position is in the Environment, Safety and Health (ES&H) Directorate.

This position will be filled at either the TSS.2 or TSS.3 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

Essential Duties
- Evaluate proposed LLNL projects and activities for potential environmental impacts and prepare environmental documents required by NEPA/CEQA to adequately address all environmental disciplines.
- Analyze current practices and, based upon environmental science expertise, recommend sound environmental protection practices to programs and directorates throughout the Laboratory.
- Serve as a key resource for environmental analysis, interpretation and compliance review within the ES&H Team and the institution.
- Prepare technical and non-technical reports and other documents as assigned.
- Perform all assignments in accordance with ES&H, security, and business practice requirements and policies.
- Perform other duties as assigned.

In Addition at the TSS.3 Level
- Independently provide advanced regulatory NEPA/CEQA support to LLNL programs and operations in specific areas of assignment.
- Interpret complex NEPA/CEQA regulations and serve as a subject matter expert for LLNL programs.

- Bachelor’s degree or higher in physical, chemical, biological, environmental sciences, engineering or related field, or equivalent level of demonstrated knowledge and relevant previous experience and demonstrated ability to perform independent work.
- Comprehensive knowledge and experience with NEPA/CEQA regulatory compliance.
- Demonstrated ability to identify, define, predict and report the environmental impacts of moderately complex projects and the ability to successfully work through potential compliance issues.
- Experience preparing and reviewing technical environmental documents, plans and reports.
- Demonstrated effective organizational skills with detail orientation necessary to handle multiple tasks in a demanding environment with conflicting priorities, tight and changing deadlines, and frequent interruptions while providing high-level customer service, and good follow-through.
- Proficient verbal and written communication skills necessary to effectively write, present, explain and communicate moderately complex technical information to all levels of personnel.  
- Demonstrated analytical, decision-making and problem-solving skills to evaluate, interpret, negotiate, recommend and implement actions/solutions for moderately complex problems.
- Ability to work independently as well as in a team environment with a broad cross-section of people including effective interpersonal skills with the ability to handle sensitive and confidential issues with tact, discretion, and mature judgment.

In Addition at the TSS.3 Level
- Advanced knowledge and experience of NEPA/CEQA regulations.
- Significant experience analyzing, interpreting and assessing compliance with complex environmental regulations and recommending and implementing solutions.
- Advanced verbal and written communication skills to effectively collaborate in a team environment and present and explain technical operational information and provide advice to management, regulators, reviewers and stakeholders.

Desired Qualifications
- Knowledge of nuclear facilities operations, environmental impacts of radiological materials, safety basis analysis, or accident scenario comparisons.


Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
