We have an opening for an Administrator in support of the Directorate Operations (DOPs) organization. You will manage the hiring and recruiting functions for DOPs and will provide advanced analytical administrative support to the DOPs management team. You will represent management in daily administrative matters and participate as a member of the team in the development, implementation, and monitoring of all aspects of DOP’s administrative and personnel activities. This position is in the National Ignition Facility and Photon Science (NIF & PS) Principal Associate Directorate.

Essential Duties
- Responsible for overall supervision, performance management, innovative leadership, mentoring, and career development of direct reports to grow and maintain a strong administrative support team. Represent DOP’s administrative series’ personnel in ranking and salary management process. Conduct meetings to ensure timely communication of information and sharing of knowledge across DOP’s administrative staff.
- Partner with Directorate Administrator and other NIF&PS Administrators in the development and implementation of directorate administrative practices.
- Establish and maintain DOP’s administrative standards and processes; identify, develop, and implement operational and administrative functions, programs, and procedures to ensure compliance. Assess administrative needs and implement best practices and systems to facilitate sound business operations in support of the technical and scientific staffs.
- Manage and coordinate recruiting and hiring activities for DOPs.
- Oversee implementation and monitor effectiveness of administrative staffing, procedures, events, schedules, and systems to enhance efficiency and effectiveness of administrative operations.
- Serve as primary internal consultant for administrative personnel policies and procedures.
- Serve as a member of the program/project management team and participate in business, workforce, operations and strategic planning activities relating to compliance, personnel, facilities, and operations.
- Perform other duties as assigned.

- Associate degree in a business-related field, or equivalent combination of significant experience and education in a business, operational and/or organizational area.
- Supervisory experience with demonstrated leadership and team building skills to effectively develop, mentor, and manage a strong administrative support team.
- Experience managing recruitment and hiring practices, approving job listings, hire packages, and personnel actions, and interpreting and applying policies and procedures.
- Experience with performance management, ranking, goal setting, and/or salary management.
- Advanced problem solving, analytical and organizational skills with the ability to anticipate, identify and resolve complex issues in a rapidly changing environment.
- Experience exercising a high degree of discretion, mature judgment, and tact in handling sensitive and confidential issues with a high consequence of error.
- Advanced written and verbal communication skills necessary to effectively interact with all levels of personnel internal and external to LLNL, including effective skills to explain, present, direct, negotiate, and influence others.
- Advanced skills with personal computers and associated software (word processing, spreadsheets and databases).
- Broad knowledge and understanding of State and Federal HR compliance requirements for hiring, FLSA, ADA, and EEO.

Desired Qualifications
- Experience working effectively both independently and as part of a team, in fast paced technical program environment.
- Experience with all intricacies of large meeting logistical set-up.
- Extensive knowledge of LLNL policies, procedures, programs, and organization structure.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.
