We are seeking dynamic, self-driven and highly motivated Recruiters to join our team of dedicated professionals focused on customer service and quality. You will use your expertise in working with passive candidates in a competitive market and be key in generating high quality candidate pipelines while collaborating with hiring managers to provide customer-focused consultation and guidance. These positions are in the Staffing and Employee Engagement Division.

Essential Duties
- Serve as a knowledge leader on complex and challenging recruiting trends and methodologies and partner with hiring managers and external vendors to understand business needs, define candidate qualifications and drive/implement recruiting strategies.
- Conduct in-depth phone screens that address key competencies of job requisitions and possess the ability to assess candidates against profiles/culture. Interview and prepare a candidate slate within an appropriate and consistent timeline.
- Promote a strong brand in the market through, networking, cold calling, developing/maintaining campus and professional relationships while using various markets and channels to ensure a full pipeline of passive and active candidates.
- Provide program design input and implementation on interview guides and provide training and guidance throughout the hiring process to ensure a positive candidate experience.
- Prepare search status reports and lead/participate in customer workforce planning meetings on active searches.
- Set high recruitment standards, maintaining operational excellence and compliance by analyzing recruiting strategies to attain weekly, monthly, and quarterly recruiting metrics that improve sourcing efficacy and demonstrate return on investment (ROI).
- Ensure day-to-day operational effectiveness and quality talent acquisition outcomes by identifying areas of improvement and bringing/implementing solutions while establishing a culture of shared success.
- Collaborate in a complex matrix environment, driving talent solutions across multiple business segments with competing priorities, and with management and teams on various projects such as employer brand building initiatives, social projects and career sites.
- Perform other duties as assigned.

- Bachelor's degree in Business, Human Resources or related field or equivalent combination of education and related experience.
- Advanced knowledge and understanding of employment and recruitment principles, concepts, practices, standards, processes and systems.
- Experience and proven success utilizing a variety of sourcing plans and tools, including but not limited to Application Tracking System (ATS), Boolean Search, Database Search, Internet and Social media to execute robust, complex search strategies. Experience using Microsoft Office applications.
- Experience consulting, developing and implementing recruitment strategies, marketing plans and customized campaigns while assuring compliance of organizational policies and federal and state regulations.
- Experience managing and prioritizing multiple searches, projects and client relationships with the ability to pivot and quickly adapt to changing business needs and priorities.
- Experience conducting complex data analysis and metrics and ability to drive business and behavioral changes with data.
- Advanced experience networking and sourcing qualified candidates; ability to proactively network and continually seek new sourcing options/approaches to deliver qualified candidates to the customer.
- Advanced verbal and written communication skills, excellent customer service skills and the ability to effectively explain, advise and influence potential applicants, senior management and internal clients.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.
