For more than 60 years, the Lawrence Livermore National Laboratory (LLNL) has applied science and technology to make the world a safer place.

We have an opening for a Program Administrator in support of both the High Energy Density Science and Technology (HED S&T) and the Target Fabrication Programs. You will work independently plan, execute, and/or provide oversight to a variety of workforce, operational and organizational requirements and activities. This position is in the NIF and Photon Science Principal Associate Directorate.

Essential Duties
- Plan, execute, and/or provide oversight to a variety of workforce, operational and organizational requirements and activities as serve as the primary point of contact for HED S&T and Target Fab administrative matters.
- Advise on and implement business, operational and/or organizational strategies, objectives, and deliverables and prepare responses for requests for information.
- Manage HED S&T and Target Fab administrative staff to include hiring, supervising, mentoring, career development, disciplinary actions, training, performance appraisals, coordinating work assignments, and providing ranking and salary recommendations.
- Manage and oversee the HED S&T and Target Fab performance management and ranking processes for all classifications within the HED S&T and Target Fab, ensuring adherence to Laboratory policy and organizational standards.
- Represent HED S&T and Target Fab on self-assessment, audit teams, or work-related committees and lead projects to assess, set and establish protocol and procedures.
- Establish metrics and review, coordinate, and contribute to budget, project, and/or HED S&T and Target Fab reporting requirements.   
- Analyze and interpret human resources requirements/guidance and determine course of action to obtain optimal results. Investigate and recommend appropriate courses of action to managers and supervisors on administrative and personnel matters.
- Research and analyze business, operational and/or organizational issues and problems and management review; recommend a course of action.
-Perform other duties as assigned.

Qualifications
- Associate’s Degree in a business-related field or equivalent combination of significant experience and education in a related business, operational, and/or organizational area.
- Supervisory experience with demonstrated leadership and teambuilding skills to effectively build and manage an effective business and operations support team.
- Comprehensive knowledge of recruiting, hiring, performance management and staff relations practices and an understanding of HR compliance requirements for hiring FLSA, ADA, EEO, etc., and experience interpreting and applying a wide variety of personnel policies and procedures.
- Advanced administrative and organizational skills, including detail oriented, flexibility and experience independently coordinating and prioritizing multiple and complex work activities, often with conflicting deadlines. Demonstrated ability to work effectively with short deadlines and frequent interruptions.
- Demonstrated effective interpersonal, verbal, and written communication skills necessary to handle sensitive and confidential issues with tact, discretion, and mature judgment to interact with a diverse group of personalities and disciplines at all levels internal and external to the Laboratory.
- Demonstrated analytical skills with the ability to anticipate, identify, and resolve complex issues effectively.
- Advanced knowledge of personal computers and associated software including MS Office applications and experience developing complex reports for use in management decision making.

Desired Qualifications
- Bachelor’s Degree in a business-related field.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.
 

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
