For more than 60 years, the Lawrence Livermore National Laboratory (LLNL) has applied science and technology to make the world a safer place.

We have an opening for a Deputy Program Manager. You will be responsible for managing hazardous, radioactive and mixed wastes generated at LLNL for all LLNL facilities at Site 200 and Site 300. This position is in the Radioactive and Hazardous Waste Management Program (RHWM).

Essential Duties
- Provide technical, administrative and management leadership to the RHWM Program, which includes technical performance, protection of workers and the environment, personnel administration, budget development and cost control, programmatic interfaces, and regulatory compliance.
- Manage RHWM activities ensuring compliance with LLNL, DOE, federal, and state requirements related to safety, security, environmental protection and quality assurance.
- Cultivate effective relationships with the DOE on all direct-funded activities and maintain programmatic interface across the Laboratory and throughout the contractor waste management community.
- Establish strategic direction in collaboration with the Weapons and Complex Integration Deputy Principal Associate Director for Operations (WCI DPADOPS) in order to enable RHWM and its nuclear facilities to support future RHWM mission areas and develop plans for their implementation.
- Ensure effective implementation of the LLNL contractor assurance system (CAS) for the RHWM Program, including assessments, corrective action planning and implementation, issues tracking, lessons learned, performance metrics, and continuous process improvement.
- Oversee the personnel and workforce planning process to ensure recruitment and retention of highly qualified personnel, mentoring and professional growth, leadership development, performance management and salary management.
- Manage the reporting process of radioactive and/or hazardous waste management issues to LLNL management, DOE and the regulatory community.
- Collaborate with WCI senior management and nuclear facility managers in order to implement strategic plans, and ensure RHWM Program resources, staffing and capabilities are sufficient to meet mission goals.
- Perform other duties as assigned.

- Bachelor’s degree in engineering or scientific discipline or the equivalent combination of education and related experience.
- Extensive experience approaching and resolving highly complex and challenging technical issues requiring creative problem-solving skills and decision-making techniques.
- Experience applying State and Federal regulations as they relate to waste management.
- Expert level ability to effectively collaborate with personnel at various levels throughout an organization (e.g. Nuclear Operations, Nuclear Materials Technology Program) and outside agencies (e.g. DOE, DNFSB and State ).
- Extensive experience implementing strategic planning in facility operations and effectively implementing these plans through technical group leaders and project managers.
- Significant experience with supervision, administration, and resource management across a multidisciplinary team.
- Extensive experience managing nuclear facility/radiological operations and programs (e.g. radiation protection, quality assurance, conduct of operations, maintenance, engineering, startup/restart, assessment, ES&H, work control, safety basis, training).
- Expert technical, organizational, team building, interpersonal, and communication skills, both written and verbal, necessary to effectively explain, present, negotiate, advise, recommend and approve appropriate actions, implement solutions, and influence all levels of management, internal and external to the an organization.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.  Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis).
