For more than 60 years, the Lawrence Livermore National Laboratory (LLNL) has applied science and technology to make the world a safer place.

We have an opening for an Area Facilities Operations Manager (AFOM). You will be responsible for providing management and leadership for the safe and effective operation and maintenance of facilities supporting the assigned directorate. There are approximately 1.35M sq. ft. of facilities ranging from office facilities to specialized types of research facilities that include fabrication shops, server rooms, cleanrooms, laser laboratories, and chemical and radiological labs.   This position is in the Facilities Management & Systems Planning Division (FMSPD) of the Deployed Facilities & Infrastructure (F&I) Department and may require working at Site 300 in Tracy, California.

This position will be filled at either the 396.1 or 396.2 level depending on applicant qualifications. Additional job responsibilities (outlined below) will be assigned to the higher level.

Essential Duties
- Manage, develop, maintain, and ensure the technical competence of the assigned facility management workforce, including determining support levels, setting administrative and technical goals, and providing leadership.
- Analyze program information to anticipate mission facility needs, identify and recommend solutions, plan and champion projects, and build and lead teams to refurbish and build out new facility capabilities needed for expanding programs in the assigned directorate.
- Oversee all formal facilities work planning and control activities and direct, implement, and coordinate facility structural modifications, equipment replacements and upgrades, maintenance planning, seismic upgrades, and new construction on multiple facilities.
- Act as the point of contact between the assigned directorate management and F&I Departments; provide guidance and strategic direction for the organization and participate in strategy and policy development for the O&B Principle Directorate.
- Provide consultative expertise to O&B, assigned directorate management, and tenant customers to prioritize facilities investments and maintenance in support of the long term goal of continuously improving assigned facilities condition and capabilities.
- Assist assigned directorate senior management with preparation for annual Site-Support budget requests, Design Reviews, and external audits and assessments.
- Conduct safety compliance audits, work observations, and inspections and review results with management, provide recommendations for correction (and prevention of recurrence) of non-compliance findings, and identify necessary follow-up measures to ensure future compliance.
- Responsible for the preparation and review of Safety Basis Documentation and Facility Safety Plans.
- Perform other duties as assigned.
In Addition at the 396.2 Level
- Negotiate and interact extensively with assigned directorate, division, and program management to influence and determine facilities requirements and collaborate on overall approach.
- Recommend system upgrades and resource investment to maintain and enhance programmatic mission deliverables. Advise senior management and technical staff on facility tactical and strategic issues, potential impacts to missions, and recommend solutions to highly complex issues.
- Provide subject matter expertise to F&I Laboratory Strategic Infrastructure Office representatives and support space management, facility renovation, and consolidation. Use creativity and innovation to move assigned directorate toward long-range goals of more efficient use of space and modernization of space.

- Bachelor’s degree in a relevant technology field (or equivalent combination of education and experience) with significant experience in facilities management, construction, or operations.
- Broad range of experience in facilities management.
- Advanced knowledge of facility systems and components (such as heating, ventilation, and air conditioning (HVAC) and electrical power distribution systems).
- Significant experience with the design of systems required to comply with safety policies, requirements, procedures and practices, and applicable California, OSHA, DOE, NFPA, and NEC safety standards.
- Advanced conceptual, analytical, and complex problem solving skills in a professional environment where facilities and infrastructure management is essential to the organization’s mission.
- Demonstrated high level of decision-making, multitasking, and prioritization skills using a high degree of independent discretion and judgment.
- Extensive experience evaluating, directing, and motivating staff to achieve organizational objectives and goals. Significant knowledge of leadership, management, and organizational development principles.
- Expert communication, facilitation, and collaboration skills necessary to effectively present, explain and advise senior management and external sponsors.
In Addition at the 396.2 Level
- Extensive experience in facilities management, project management, and operations.
- Extensive management and administrative experience, achievements, and experience in facilities projects.
- Extensive experience and working application of Laboratory, relevant California, DOE, or other ES&H policies and procedures.

 Desired Qualifications
- Extensive administrative supervisory experience including career development, mentoring, and performance management.
- Familiarity with O&B and Director’s Office facilities and missions and how O&B supports those missions.
- Advanced knowledge of structural modifications, seismic upgrades, new construction, and equipment and utilities replacement/upgrades.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.  Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis).
