For more than 60 years, the Lawrence Livermore National Laboratory (LLNL) has applied science and technology to make the world a safer place.

We have an opening for a Subcontract Analyst.  You will perform subcontracting activities including soliciting, negotiating most favorable terms, awarding, and administering purchase orders and subcontracts in accordance with applicable policies and procedures.  You will interact with suppliers, various internal departments and customers.  This position is in the Supply Chain Management Department.
The position will be filled at either the F04.1 or F04.2 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.
Essential Duties
- Apply and interpret established procurement policies, procedures, and processes and ensure compliance with basic policies and procedures.
- Analyze data and a variety of factors to develop solutions and solve issues and questions.
- Evaluate quotes and negotiate most favorable terms, prices, and delivery with vendors for award of purchase orders.
- Administer purchase orders from award to completion, including modifications, expediting, follow-up and close-out.
- Maintain all supporting documentation for orders and subcontracts to ensure completeness of procurement files.
- Manage vendor compliance with terms and conditions and customer satisfaction, approve invoices for payment, and prepare file for close-out.
- Perform other duties as assigned.
In Addition at the F04.2 Level
- Administer cost-type subcontracts ensuring invoiced costs are consistent with the terms of the subcontract and subcontract closeout requirements are met in a timely manner.
- Track and monitor all types of subcontracts, including complex cost-type agreements in close-out status to ensure administrative requirements are met and validate subcontract costs.
- Plan and perform Technical Release Representative (TRR) self-assessment reviews, including interviewing TRRs and analyzing/evaluating work methods and transactions requiring preparation of findings and recommendations and perform Ad hoc reviews based on management concerns.
- Bachelor's degree in Business Administration or related field, or equivalent combination of education and related experience.
- Knowledge of basic procurement principles.
- Basic knowledge of automated business tools/technologies.
- Experience with personal computers and related software (such as spreadsheets and word processing).
- Demonstrated ability to work effectively both individually and in a team environment.
- Demonstrated analytical and decision making skills with the ability to anticipate, define, and resolve issues using standard policies and procedures.
- Demonstrated verbal and written communication skills to effectively communicate with suppliers and programmatic personnel.
In Addition at the F04.2 Level
- Experience with decision making, problem solving, and analytical skills to resolve issues.
- Experience interpreting and applying standard business practices, policies, and procedures.
- Experience utilizing negotiation and persuasion skills.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.
