For more than 60 years, the Lawrence Livermore National Laboratory (LLNL) has applied science and technology to make the world a safer place.

We have an opening for a Business Analyst who will be responsible for all safety, infrastructure & operations projects reporting for LLNL in the NNSA cost/project system. You will be matrixed to the Infrastructure Safety and Operations Organization (IS&O) within the Weapons and Complex Integration Principal Directorate (WCI PD) where you will be part of an interdisciplinary team focused on infrastructure safety & operations projects including recapitalization, capability based investments, line-items, maintenance and operations activities, and you will interact with internal and external customers, management personnel, project managers, financial analysts and headquarters (HQ) personnel. This position is in the Laboratory Strategic Infrastructure organization.

This position will be filled at either the E01.1 or E01.2 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

Essential Duties
- Prepare data analysis using NNSA/LLNL cost/project systems, assess data flow, reporting capabilities to identify improvements to meet critical monthly and annual deadlines, and submit monthly cost data and reconciliation into NNSA cost/project system.
- Gather project information for metrics and track historic financial data and baseline change requests. Work with Project Controls to improve data delivery, enhance integrity of data collected for project spend plans, milestone reporting, work breakdown structure coding and monthly project costs reporting.
-Assist Financial Analysts with project metrics gathering for monthly portfolio review with senior management.
- Establish and enhance effective working relationship with LLNL’s customers, stakeholders, and other organizations in WCI PAD, O&B PAD and HQ.
- Prepare annual funding carryover report for Facilities and Infrastructure for submission to HQ at end of each Fiscal Year.
- Follow Project Management Plan (PMP) guidelines for project submission and Work Breakdown Structure (WBS).
- Assist in submission of Future Years National Security Plan (FYNSP) annual programming data and new project submission data.
- Contribute to the development of new work processes, tools, and procedures for safety, infrastructure & operations projects.
- Perform other duties as assigned.
In Addition at the E01.2 Level
- Assist Project Managers with formulating and developing metrics and track historic financial data and baseline change requests and work with Project Controls to assess and identify key operational system improvements or troubleshoot data extraction processes for quality information collected for project spend plans, milestone reporting and lifecycle budgets, work breakdown structure coding and reporting monthly project costs.
- Prepare and monitor performance data and independently develop complex monthly reports to identify cost trends, schedule variance analysis and schedule impacts, use statistical tools to analyze metrics, and report cost, schedule and milestone risks at meetings and to management, clients and NNSA throughout the lifecycle of projects and preparation of recovery or corrective action plans.
- Prepare and present graphic presentations of project cost, schedule and milestone risks at general and formal meetings such as Functional Management Reviews, Integrated Baseline Reviews, and at LLNL/NNSA program reviews.

- Associate’s Degree in Business Administration or equivalent combination of education and related experience.
- Experience using general business analysis techniques to anticipate, identify, and resolve issues.
- Experience responding to time-urgent requests.
- Experience in business analysis, including developing business plans and financial modeling that improve data delivery and integrity and preparing and monitoring a budget/plan/cost estimates.
- Experience using Microsoft Excel, PowerPoint and/or Word.
- Effective organization, verbal, written, facilitation, and collaboration skills, necessary, to present and explain information to stakeholders and communicate with a broad range of management, scientific, engineering, business professional, and administrative personnel.
- Experience with organizational, problem-solving, and decision-making skills necessary to advise, recommend actions, and implement solutions.
- Experience exercising initiative and managing and completing multiple priorities/tasks while working effectively independently and as a team member.
In Addition at the E01.2 Level
- Bachelor’s Degree in Business Administration or related field.
- Advanced experience using Microsoft Excel formulas/functions, PowerPoint and Word.
- Lead projects or other business development initiatives and participate in defining process flows, conducting comprehensive assessments for key operational processes and identify process improvement opportunities.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
