For more than 60 years, the Lawrence Livermore National Laboratory (LLNL) has applied science and technology to make the world a safer place.

We have an opening for a Records Specialist to plan, develop and implement the Laboratory records and information management program. You will manage the Institutional Records Center as well as ensure the policies, procedures and training of the division are in compliance. This position is in the Supply & Distribution Division of the Asset Management Department.
Essential Duties
- Lead day-to-day operations of the institutional records center, which includes records scheduling, retention, storage, retrieval, disposition and disposal of institutional records. Coordinate records policy issues across the Laboratory, resolve problems and disputes, and develop methodologies to improve effectiveness.
- Provide oversight of records center staff to ensure a high degree of accuracy is maintained in records information data input, identification, cataloging and indexing, and assigning locations of records materials, scheduling records to meet Department of Energy (DOE) and National Archives and Records Administration (NARA) contract requirements.
- Advise and consult with Laboratory administrative, technical and scientific personnel addressing institutional records management policy and procedures, DOE and NARA regulatory and contractual requirements and guidelines.
- Consult with DOE and NARA to ensure compliance with retention scheduling requirements.
- Collaborate with the LLNL Records Manager and Officer on strategic records initiatives including the development of a new IT system for records inventory.
- Coordinate division efforts to maintain training compliance; monitor and update internal desk guides, procedures, etc. related to requirements, Code of Federal Regulations (CFRs) requirements, etc. Report on status to division management.
- Evaluate division procedures and process documents to verify regulatory requirements are adequately documented, maintained, and technical and management reviews are conducted on a timely basis.
- Collaborate with subject matter experts, division employees/management, training/customer personnel (e.g. Packaging and Transportation Safety Program) to review, revise, implement and evaluate operational procedures using established change control processes.
- Perform other duties as assigned.
- Bachelor’s Degree in Business Administration or equivalent combination of education and related experience.
- Extensive experience interpreting and applying advanced and contemporary knowledge of records information principles, best practices, regulations, policies and practices.
- Experience analyzing and interpreting Federal compliance orders.
- Experience collaborating with senior managers, team members, and peers to meet organizational/programmatic objectives.
- Experience interpreting policies and procedures and providing guidance. Experience developing processes and generating process improvements.
- Advanced verbal, written, presentation and interpersonal communication skills necessary to interact effectively with all levels of Laboratory personnel.
- Demonstrated organizational skills with experience in multitasking and prioritizing multiple tasks in a dynamic work environment under time constraints with changing priorities while ensuring attention to detail, accuracy and efficiency.
Desired Qualifications
- Professional records management certification.
- Experience developing and implementing records management training.
- Experience reviewing and writing procedural documents.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
