For more than 60 years, the Lawrence Livermore National Laboratory (LLNL) has applied science and technology to make the world a safer place.

We have an opening for a Cost Price Analyst. You will perform site reviews of subcontractors’ accounting and estimating systems in accordance with applicable regulations and professional standards, to support purchasing research and development, construction, equipment, systems, materials, supplies and services purchases. You will perform financial, cost, and price analysis for the most complex, sensitive, specialized, and unique proposals and subcontracts.  This position is in the Supply Chain Management (SCM) Department within the Business Directorate.
This position will be filled at either the F04.3 or F04.4 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.
Essential Duties

- Analyze subcontractors’ proposed cost accounting systems for allowable costs, allocation of costs, and compliance with cost accounting standards and best practices. Review in detail the significant direct and indirect elements of cost.

- Perform pre-award financial and cost/price analysis of contractors’ proposals.

- Provide guidance on the pricing of complex contracts and/or agreements.

- Perform post-award reviews to determine costs incurred and charged to LLNS by subcontractors are in accordance with applicable regulations and subcontract terms.

- Dermine final allowable costs and complete closeout of subcontracts.

- Perform analysis and provide assistance in developing negotiation strategy for complex agreements.  Provide detailed reports that document the results of analyses, audits, and recommendations.

- Perform reviews and/or evaluation of complex internal systems.

- Provide audit insight and statistical guidance to SCM assessment review teams.

- Participate in Contract Review Board meetings for solicitations and awards of subcontracts and agreements to ensure compliance with financial policies and procedures.

- Provide input on the overall objectives and long-range goals of purchasing strategies regarding the financial viability of suppliers.

- Perform other duties as assigned.

In Addition at the F04.4 Level

- Perform analysis and provide advice and guidance on the pricing for the most complex, sensitive, specialized, and unique proposals and subcontracts.

- Provide guidance and recommendations for innovative approaches, methods and techniques to analyze, evaluate and resolve complex issues.

- Bachelor’s Degree BS/BA in Accounting, or related field, or equivalent combination of education and related experience.

- Experience analyzing accounting systems for allowable costs and allocation of costs.

- Demonstrated knowledge of audit procedures. Experience performing cost-reviews and audits.

- Demonstrated working and practical knowledge of accounting principles.

- Demonstrated working knowledge of government regulations.

- Demonstrated ability to analyze and interpret complex financial statements, makes decisions, and provides recommendations.

- Experience reviewing pricing in contracts and/or agreements. Experience presenting detailed information in various types of reports.

- Demonstrated knowledge of negotiations, contracts, procurement practices, and terms and conditions.

- Demonstrated ability to advise management and others of findings for problem solving/decision making purposes.

In Addition at the F04.4 Level

- Extensive working and broad practical knowledge of accounting principles, such as Generally Accepted Accounting Principles (GAAP), Generally Accepted Government Auditing Standards (GAGAS), and Cost Accounting Standards (CAS).

- Extensive working and broad practical knowledge of Government Acquisition Regulations, such as Federal Acquisition Regulations (FAR), and Department of Energy Acquisition Regulations (DEAR).

- Experience analyzing complex accounting systems for allowable costs, allocation of costs, pricing complex contracts and/or agreements, and demonstrated extensive knowledge of complex audit procedures.
Desired Qualifications

- Certified Public Accountant.

- Prior Defense Contract Audit Agency or other government audit experience.

- Demonstrated ability to mentor/train others.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.
