For more than 60 years, the Lawrence Livermore National Laboratory (LLNL) has applied science and technology to make the world a safer place.

We have an opening for a Technical Surveillance Countermeasures (TSCM) Technical Associate. Under general direction, you will conduct TSCM surveys and inspections, monitor radio frequency signals, and perform a wide variety of physical and technical security related functions at LLNL and potentially at other DOE National Nuclear Security Administration (NNSA) facilities. This position is in the Physical and Technical Security Division within the Security Organization. 
Essential Duties
-  Schedule and perform TSCM surveys and inspections, monitor radio frequency signals, and use independent discretion and judgment to perform other related activities in accordance with DOE/NNSA Orders and Intelligence Community Guidelines, Federal Training Facility procedures, and federal/state law.
-  Provide pre-construction advice, assistance and original solutions on numerous sensitive/classified facilities/projects/issues for LLNL and other DOE facilities.
-  Determine scope and develop security design criteria for Special Access Program (SAP) facilities; review and approve drawings, oversee construction, and prepare SAP facilities for security accreditation with government sponsors and NNSA.
-  Conduct TSCM Threat and Awareness briefings to Lab management and general Lab populace.
-  Analyze all voice and data communications schemes, systems, circuits, and equipment for susceptibility to interception and compromise.
-  Conduct initial laboratory analyses and/or evaluation of any suspect surveillance device discovered, and coordinate with DOE and other Federal Agencies as appropriate.
-  Brief Security Division managers on programmatic security issues that could have institutional impact.  Prepare detailed and informative reports on physical/technical security activities.
-  Perform other duties as assigned.
-  Bachelor’s Degree in Mechanical/Electrical/Industrial Technology or related field, or equivalent combination of education and experience.
-  Advanced skills and understanding of technical security policies, practices, principles, technologies and processes to design complex systems and/or solutions to challenges.
- Experience performing TSCM surveys, inspections, and monitoring radio frequency signals independently and/or in a team setting to conduct assessments, analyze results, and develop and execute sound solutions to complex and highly sensitive problems (preferably within a NNSA, DOE, or Other Government Agency).
-  Advanced knowledge of regulatory requirements, concepts, practices, standards, and processes for multiple security disciplines (e.g., physical, technical, information and personnel security, OPSEC and/or protective forces). Experience conducting analyses and coordinating/leading a variety of technical and programmatic security activities, including pre-construction advice for facilities.
-  Demonstrated organizational skills to independently manage competing priorities and complete multiple projects and assignments in a timely manner.
-  Proficiency using computers and associated software for analyses (e.g., Microsoft Word, PowerPoint, Excel).  Experience working with security alarm systems.  Basic knowledge and proficiency with hand and power tools.  
-  Demonstrated advanced written and verbal communication and interpersonal skills to interact with diplomacy and tact, and to effectively, present, direct, influence and coordinate with all levels of management and staff internal and external to the Laboratory; ability to assess, balance and negotiate rival goals of a technical mission with security requirements.
-  Ability to maintain TSCM certification through regular attendance at mandated training; obtain and maintain Sensitive Compartmented Information (SCI) access; travel occasionally, lift over 50 lbs. in a safe and controlled manner, and work occasional irregular work shifts as related to TSCM assignment.
Desired Qualifications
-  Graduate of the Inter Agency Training Center (ITC).
-  Experience applying advanced knowledge and understanding of Other Government Agency (OGA) policies, practices and security principles and familiar with regulatory requirements, concepts, practices, standards, and processes for multiple security disciplines (e.g., physical, technical, information and personnel security, and protective force), particularly as they pertain to SAPs.
-  Knowledge and understanding of Laboratory operations and technical and scientific programs.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.  Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access.
If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.
