For more than 60 years, the Lawrence Livermore National Laboratory (LLNL) has applied science and technology to make the world a safer place.

We have an opening for a Technical Release Representative (TRR). You will provide general technical and administrative coordination support in the form of planning, organizing, coordinating and placing all procurements for the Security Organization (SO), with special attention to technical purchases for the Physical Security hardware and electrical systems, Information Technology (IT) hardware and software and protective force hardware.  This position is within the Security Organization.
 
 Essential Duties
- Act as the primary point of contact for procurement activities within the SO, regularly reporting to supervisor. Work closely with organizational personnel assisting in proper preparation of purchase requests including vendor contracts, scopes of work, and cost estimates.
- Interpret technical information/requests, applying appropriate technical standards and procedures related to alarms equipment and sensors, electrical, locking mechanisms, IT hardware and software, and weapons parts.
- Research and suggest procedures to ensure technical compatibility and develop and maintain new procurement techniques and procedures for the SO to create optimum efficiency. Provide information and technical guidance regarding products, purchasing processes, TRR policies and budget issues. Make recommendations for cost savings, efficiency and ways to better meet customer needs.  
- Administer service contracts, develop estimates, track trends, issue release orders, reconcile invoices and assist in resolving conflicts. Complete additional documentation required to comply with exceptions to policies.
- Maintain all required documentation for the SO procurements and ensure organization is prepared to pass all audits and assessments. Process, track, and verify procurement-related documents, forms, and requests.
- Perform product research and identify sources and vendors. Determine best value criteria, proposal review and award selection and resolve problems and issues, change orders, and coordinate deliveries, installations, repairs and returns.
- Performs other duties as assigned.
 
Qualifications
- Associates degree in Engineering Technology or a related scientific field, or the equivalent combination of education and related experience.
- Intermediate skills and understanding of alarm equipment and sensors, electrical, IT hardware and software, weapons, and/or locking hardware materials, their terminologies, applications and sources of supply.
- Experience in the procurement of complex technical materials and basic knowledge of the services of related materials.
- Effective written, verbal and presentation communication skills necessary to interact tactfully and effectively with a diverse group of personalities and disciplines.
- Demonstrated problem-solving and decision-making skills to anticipate, identify, and independently recommend appropriate actions and solutions to complex problems.
- Demonstrated organizational skills and experience working under minimal supervision, with the ability to independently determine and set priorities and goals in a multitask environment of rapidly changing priorities, deadlines, and frequent interruptions.
- Demonstrated customer service skills and an ability to work effectively independently and with a team in a fast-paced work environment, with frequent interruptions and conflicting/changing priorities.
- Experience with personal computers and associated software such as Access, Excel, Word, Microsoft Outlook, and database applications.

Desired Qualifications
- Current qualifications and certification as a TRR with a good understanding of TRR policies and procedures as well as experience with LLNL procurement software EOS and LINCS and ShipIt.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.
 

Security Clearance:  This position requires a Department of Energy (DOE) L-level clearance.

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter.  In addition, all L or Q cleared employees are subject to random drug testing.  L-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
